"The Worst Town In The Nation ... "

Greece New York

"What would you think of a town in which every decision of the town board had been unanimous for at least a dozen years, and in which town board members are allowed no public dissent at meetings, and none is ever expressed? A town in which it was virtually impossible to get a meeting with the town supervisor? One where citizens who express any dissent were met with either silence or disdain? You would probably think you were living in the pre perestroikan Soviet Union, or Mao’s China but you would be wrong. You would be living in Greece New York, the worst run town in the nation."

Could not agree more with this statement. The problem is the sheeple of Greece voted for these idiots and have voted for the same power structure for decades! It is no different on the county level either.

Anonymous said...

It's nothing more than a well controlled puppet show. If you could get ride of the "Greece mentality" by bringing in outside people perhaps it could change. The cronyism, nepotism, and undercurrent political favors should get investigated by the Justice Department. However, that is wishful thinking because I am sure they have better things to do.

Back in '09 the FBI tried and ran into a political well organized solid wall on the town and county levels when they looked at Auburger , Brooks Inc. corruption. Nobody dared talk to them if they were insiders. The same went for the Boily controlled school district in the case of Christa Development and the 2000 CIP rip off of 2.5 Million in over charges to thatproject.
Believe me when I say this, these power brokers in this town and county laugh their collective Ass's off ,over the unbelievable STUPIDITY of the residents and voters that live here, especially the sheep that graze in Greece..

As the Chairperson of the Greece Neighborhood Association Inc, The Full story is true, in October of 2013 we were promised by both people running for the Greece Town Supervisor Job that we would have open and transparent Government in Greece and he Auberger rain was over. Well I made a promise in my letter to the Editor of the Democrat and Chronicle that I would follow who ever won for the following 2 years. Well I did all the Meetings the whole thing is a Punch and Judy show and Reilich pulls all the Strings. My time is up it is now up to the voters of Greece on November 3rd 2015 to have more of the same for the next 2 years or Vote in Valencia Metcalf and force the Greece Town Board in to a Debate process, so the Residents Voices are heard. We need a Obama Democrat running Greece for the same type of transparency we have in DC. Just what Valencia Metcalf appears to be.

It appears her comment in City Newspaper constitutes her campaign.
Her open transparent campaign fails to disclose where she owns a home, what age her children are, where the children attend school, prior work history or experience.
Other than that, she looks like a normal Greece Dem Candidate.

Look at the guy in the 3rd ward, for goodness sakes! Other than being groomed by Auggie himself, what did any of his background as a Town Hall go-fer matter?

To 1:27AM ~~ HUH?

Sounds like some people like one party government, with a dictator running the Town, behind electronic security to 2nd floor. What's wrong with ONE Dem with a masters in public administration on the board to ask questions ?

12:04AM A Brit and a felon too.

I am happy that my town taxes are flat for the second year, 45 less employees then were there 2 years ago. Pavilion at town hall, concerts, 4th of July fireworks and concert, spray park, ice skating, new pavilion coming at Braddock park as well as a new police station. No I'm not a shill for town hall. I just bring my Mom to the community center and am in the loop of the things going on because my family is active. Regards, A happy resident. PS more positive things have been done in the last two years than the past twenty.

SCATS said...

To 2:26PM ~~ LMAO!! You really THINK your taxes are "flat"??? Maybe you still believe the world is flat, too!! LMAO!!

All of those added perks COST $$$$. WHO DO YOU THINK IS PAYING FOR THEM???

BTW, you forgot to mention a list of CUT/REDUCED services ... like snow removal ;) In fact, the town gives itself a big pat on their collective backs for doing 24 plow runs last winter! No wonder the roads sucked! I recall a Saturday snow squall that left traffic paralyzed on Mt. Read Blvd. the ENTIRE AFTERNOON! They didn't bother to plow!

On the other hand, they came around with the street sweeper two weeks ago. WHY?? To pick up the leaves left by the lazy folks who mowed them to the curb a year ago??

Don't be mocking on Captain Kirkiepoo's street sweeping catboy.

DPW SooperKurt knows what he is doing. You will bow your head to the Kirkiepoo.
He can count to 12 without removing his shoes, and HE is allowed on the second floor of Town Hall!

All hail the Commissar of Public Works!

To 2:24 Scats. I see no difference at all. Ask the folks in Charlotte conserving the Marina and the housing towers. Greece isn't on the same scale as the city.

Anonymous said...

Town taxes are flat. Look at your rate. It actually went down a fraction of a cent. How are some things being paid for? Some state grants, take it or send it to NYC. some is through cutting the total budget by over 1.5 million in two years. Buying the street lights saves the town 1.3M per year. Read as I do and pay attention before you spout meaningless in accurate information. This page could be helpful only if accurate.

SCATS said...

To 3:44PM ~~ Perhaps you should attend some meetings at Greece Town Hall, like the monthly Board Meeting. WHAT A JOKE! There's more prayer than "Open Govt" at those meetings.

SCATS said...

To 4:17PM ~~ LMAO again!!! I look at my TOTAL TAX BILL, not just the politicized "tax rate! EVERY YEAR, my bill goes UP!! They raise the appraisals, add or increase the "fees" among other things.

As for state grants, WATCH OUT! What's "free" for the taking usually comes with COSTS TO KEEP IT GOING in future years! Pavilions, spray parks and all the other perks no one asked for require UPKEEP. THERE'S NO "FREE" LUNCH on Vince Toffany Blvd!

And you can take that to the bank!

Could some one fill me in on this discussion on the second floor of Town Hall are people not allowed up there now? It is our town hall after all

SCATS said...

To 4:57PM ~~ Some have reported on here that additional "security" measures have been taken to keep people from visiting the second floor.

If it's our Town Hall, why does it have Bill's name plastered all over it??

Anonymous said...

All those town " improvements" came without any public input . No planning boad review, no zoning board review, no nearby neighbor notification and no accountability of all the town employee time spent on the projects. And no plan for the cost of upkeep.. And why is it "Supervisor Relich's concerts" and not just a town concert . Is he paying for it?

Anonymous said...

4:57 the second floor has been Monroe Co Republican campaign head quarters for the pas t few months. No demo spy's allowed. No town taxpayers can observe town workers on that floor doing campaign activity for Boss Bill.' S Mailings. Tuesday, they will be operating the get out the vote boiler room on our dime. SNAFU!,

If you have business with anyone on the second floor you can be buzzed in. These are homeland security recommendations made. Your town hall so you should be able to go anywhere? Really? Try it at the US capitol or white house or try and walk right into the Governor's office, just try. For that matter try and just walk into a school, its a different world today.

SuperBill used to be THE Man for a third rate alarm company that had offices on Hudson Ave in the City, not far from where the City Cop got shot. The building was formerly a liquor store that couldn't afford to get robbed again. Bill became an alarm expert. (kindly contain laughter)
Because he was an X Spert, Bill's company got just about all the County and Town alarm business. When he went to State Leg he sold his magnificent company to people looking for Bill to straighten out the mess Alarm Licenses are with NY State. Bill went to Albany.

Now that SuperBill is Greece Dictator, he has run cost accounting on every Town function, including HVAC & lighting costs for everything from Park Pavilions and shanties, and mowing the lawn at the Historical Society. Bill threw every group using the newly named Holy Church of Town Board room out to maintain the pristine sanctity of his throne room from which he dispenses dictates as the lackeys to his right and left nod in agreement in a manner similar to BobbleHead dolls.
(Anyone mentioning that this does not keep with the mission statement for the Board Room, now named Holy Church of Town Board Room risks castration at the hands of a SuperBill Punishment Administrator, and higher Assessment. AARP may no longer help old farts with their taxes in the Holy Church of Town Board Room and the Historical Society may no longer hold their monthly programs there among others who have been shown the door.

Taxpayers of Greece must be shown exactly what position they hold in the grand scheme of Bill and only those who hold potential as "Friends of Bill" and staff who are scared of termination may go to the Second Floor. After all, Bill can't be expected to use the same floor let alone urinal the public does. That's right folks, and cats, Super Bill has his very own personal and private litterbox, and none other shall defecate or urinate in or upon it. Reports of gold plated flush handles remain unconfirmed.
Commoners should be happy NY State Laws prohibit pay toilets, and they can still pee for free at Greece Town Hall & Holy Church of Town Board Room.
Remember, cameras are watching damn near every inch of Town Hall, and Super Bill has both monitor and joystick controller up there on Second Floor.

In other News from the Second Floor, No DNA has been found confirming blood kinship between SuperBill and Adolph Hitler, Joseph Stalin or Lindon B Johnson.

Miss Auggie yet?

For the new kids in town, Supervisor Vince Tofany (office right across from the Clerks counter in old Town Hall, open to anyone and the door was only closed during meetings, double doors from behind Vince's desk opened onto the foyer) planned the current Town Center back in the 1960s. The land was bought in the Tofany years. It is located in what was anticipated to be the center of town population back then, and the location was chosen for citizen convenience.

The current Town Hall was not built for years because study after study said it wasn't needed yet.

Oddly, when it was built, Town Court which had for years been held in the Auditorium could no longer be held in the rooms of the new Town Hall, so a sweet lease was reached to rent a large and virtually unrentable chunk of a plaza down the road owned by political contributor Golell. That lease cost Greece taxpayers half of what it would have cost to build the current Court building on Tofany Blvd.

Why in hell any administration would rent commercial taxpaying realestate when a government could build it's own facility is beyond explanation, unless KICKBACK enters the discussion.

Also note the current police facility in the swamp behind Aldi on Mt Reid is another swapout with a Developer. Oddly, that building has flooded a couple times, the first when it was Greece Youth Services in the 1990s. It may yet get MeChief a Police boat like Dada Chief had.

The municipal building in Greece that makes sense is Police Headquarters on Island cottage. It is a reconstructed sewer treatment plant that became obsolete when the NW Sewer Plant was built on Paine Beach Rd. Make up your own favorite line about cops in a S#1t tank.
You may have noticed the berm around that facility as you drove through the entrance. Yup, it flooded too, just like the old farmer told Town officials it would when taxpayer dollars were thrown in the S#1t tank. Dada Chief personally supervised the dike building!

No need to worry, the Official History won't mention any of this.
How about the wonderful Community Center built by Auggie, constructed by Crapstar?
Who else would run water and sprinkler pipes in unheated space above the ceiling but Greece & CrapStar? You guessed right if you thought the taxpayer took a double screwing on that cause Auggie & company let the taxpayer eat repairs rather than go back on CrapStar for bad design.

Drive over to Frisby Hill and Flynn and look at the Mountain of buried secrets once called the Town Dump. How many truckloads of South Parma were hauled there to construct that ticking bomb? WHY won't Greece tap all the methane under Mount Kintz to generate electricity? Because they are scared of what else might escape with the methane???

I personally would instead of having "flat taxes" and "45 less employees" a pavilion, a spray park etc...would much rather have more snow plow drivers, more cops, and more services like loose leave pick up etc..

Anonymous said...

2:26pm has it right, I think. There is no need to repeat the itemized list, but that seems an accurate summary of accomplishments in less than two years. I don't know if 45 less employees can be seen as an accomplishment, but in the face of budget strains, it seemed necessary. Some credit could be extended to those employees and departments who remained and restructured services to absorb those reductions. Regardless, as a resident, credit should be given where it is due. This administration made clear its intent during the election and set to task when seated. It is my understanding that they are very close to resolving the $5m deficit they inherited and they continue to seek new and meaningful ways to improve the "quality of life" in the town. If you think it is deserving of the "Worst Town in the Nation" award, you DEFINITELY need to travel outside Monroe County from time to time. That's absurd (as is much of the finical & nitpicking commentary written here). Beyond that, it is a position open to competition every four years. If you think you have a more effective plan or ability to accomplish what is administratively necessary, register to compete and put your ideas on the table for electable consideration. As for me, I'm impressed with what I've seen so far and will vote for him again.

To 9:56AM ~~ Do you REALLY need to ask???

Anonymous said...

Resolving the $5m deficit is great but you don't have to be a jerk to do it. BR refuses to recognize anyone other than himself and other Republicans for anything done in this Town. Ask any non profit agency that contributes to the quality of life in the town of Greece. He does everything he can to stifle their success including the Friends of the Library who contribute thousands to the library (remember the failed coffee shop) It is all about complete control and nothing else!

Another thing, if we are trying to save money, why install a $45,000 sign that no one can read and by the way is against zoning laws?

SCATS said...

To 10:30AM ~~ LOL @Friends of the Greece Library! They are the cheerleading PUPPETS of the Town of Greece much the way the PTA is for the school district!

It is NOT the job of the Friends" group to raise money to buy things for the Greece library that should be purchased with taxppayer funds!! This especially includes bookshelves, tables, other furnishings, computers and other electronics, etc.

Charlie Hubbard said...

2 items that need to be addressed here. Don't let any elected official talk to you about 'taxes' - talk about 'spending' - only SPENDING.
When talking about the salary of an employee don't accept that - make them talk about 'total compensation'. A dirty secret - most elected officials who are responsible for the spending of your money are unable to do this as they have no idea what the 'total compensation' figure is.

Anonymous said...

The board of the Library may be PUPPETS but I am not sure the "Friends" are. Go in their store and ask them what they think about this administration. They are all volunteers who spent lots of time to raise funds to buy things the Town has cut funds for. And when they do BR takes full credit for it with never never a thank you YES these things should be paid for with taxpayer funds. but they are not. as far as BR is concerned they are a private company, not part of the town and contribute nothing to the "HIS" Town.

Anonymous said...

scats br did ask for public opinion with his online rec survey but the results were never made public

SCATS said...

To Charlie ~~ So true!!

To 11:45AM ~~ Give me a break!! lol The same Friends had no problem when Auggie did the exact same thing!! He even hiJACKed the Big Truck event created by a late librarian!!

As far as the Friends go, they are ENABLERS!! If they stopped funding what the taxes should pay for, the public would potentially step-up and complain, causing BR to react. Until they change their ways, they are PUPPETS and BR has his big paw up their outfit.

To 11:48AM ~~ LMAO!! If I wanted, REALLY wanted input, an online survey would be my last choice for obtaining it LOL

Online survey = looks like something was done ... it wasn't.

Anonymous said...

CORRECT that on-line surveys are a joke !
and a well crafted survey can always get the answer you want.

On line survey question was "would you like to see a splash park in the town?"
better questions would have been
"Do you want to spent "X about of dollars" on a splash park next to the my Town Hall?"
and'
"If a splash park was built where do you think would the best place for it?"

SCATS said...

Greece is the "worst" because it is the most undemocratic dictatorial town I know of. If you think it is okay to live in a town where no dissent is tolerated then what does that say about you and your commitment to democratic accountability. They said that Mussolini made the trains run on time, so is that all you expect. As far as financial acumen of the town that was the same line towed by the Auberger administration when in fact they used up reserves and apparently left a deficit. In fact I don't think the towns finances are very transparent and I don't see them addressing the long term changes in Greece as inner ring suburbs age. As far elections you really downplay the power of incumbents here to tamp down opposition and structure things in their favor. Unfortunately the republicans have amassed tremendous power and that allows them to interfere with democracy in Greece THe simplistic notion of democracy as periodic free elections is far from the reality.

2:50 Your recollection of ancient town history is very good. Regarding the conversion on Island Cottage Rd. Phelan was given only $168.000 to do the job. Hardly enough! This meant short cuts be made. One was not moving the underground sewage tanks PEW, The second, as it turned out to be the biggest problem, no money for landscaping improvements . So in order to do the bare minimum in this area, he employed in house labor to do the work. That in house labor consisted of the entire 7 man detective division and borrowed equipment from the highway department. The smell aside, all went well until Agnes paid us a visit in 1973. Because the entire location was classified by the State as a Flood Plane, what followed was predictable and unavoidable.
It didn't take long for the creek running adjacent to the building, to over flow its banks and flood the entire location in 2 feet of running water. The bottom floor was flooded, the buried tanks filled, spilling what residule waste they contained into the lower floor. Now for real the place smelled like it had operated for years before. It was necessary to open the front door and the rear door to avoid flooding of the locker rooms and pct commanders office and squad room."A river ran through it" Additionally, had it not been for the fact that the rain stopped when it did, the bridge carrying the only access road to and from the building , stopped
just short of being washed out by the raging r high water from the creek.
In the aftermath of the damage assessment and the likely hood of a repeat performance . It was decided that a substantial burm had to built around the entire perimeter . Good idea but with one catch. Phelan was told there were no funds available to do the job and it was up to him to figure how to do it with no town money. Man power and equipment would not be a problem. The detective division would provide the labor, the highway providing the shovels and heavy earth moving equipment only the dirt would need to be found. That proved to be easy due to the fact that developers were engaged all over town and were more than happy to dump removed earth at the site.
The project took a month to complete at no additional cost in terms of dollars. However, with the entire investigative division becoming Dam builders for that time, not much crime solving was taking place during that time. The related costs however was the fact that 7 detectives were being paid investigator salaries to do out of title construction work instead if police work.,,, Some things never change. Especially in the town of Greece, N Y. USA

Anonymous said...

I agree with Charlie, no town official will ever go on record to discuss or disclose "Total Compensation" cost to the taxpayers. And what is the "Total Compensation" and associated costs for the 100 plus Police force?? Who said taxes are flat, they are the highest in the USA based as a percentage of home value! Property taxes have been and are still so astronomically high that I have constant nose-bleeds! The town pulled a good one last year by performing a town-wide reassessment as a tactic to increase revenue as they are now limited to the 2% max yearly tax cap. My property taxes went up 2% plus they squeezed even more by unjustifiably raising my assessment by over $10,000! They are a bunch of gravy sucking idiots! Try getting your assessment corrected to reflect actual market value and you will witness the sheer lunacy and incompetence within your infallible town government.

Anonymous said...

11:12PM Is the value of your home up 30K in the last 15 years? If not you can protest annually. Yes homeland security maybe you do not remember the town board shooting that happened less than a year ago. I bet the footage which was captured on tape is on you tube.
8:36PM &2:50AM John Plummer there you go again.

SCATS said...

To 5:07PM ~~ Attempting to protest your assessment is a joke now, too! It's a game and they have the laws on their side for winning. I've talked about this with several real estate agents who tell me getting a reduction will likely require taking it all the way to small claims court ... and even then, winning against the Greece machine is iffy, at best.

As for the Homeland security comment, someone has allowed their "importance" to go to their over-inflated head!

2:29, it was not the entire division. Sgt Icabod was laying up with Luann rubbing his sore back from falling down in the water on the first floor and got away with it because he threatened to explain why there were 2 speakers in every room in the dump.

What did it cost for Don M to take down all the trees along the driveway over and above Don getting the new Blazer to take home and back to work?

Ronnie didn't help either, he got left on the Task Force by proving he didn't know which end of a shovel to hold. Then Ronnie spent how long remodeling the old house next to the State Salt Dome on the Parkway for the Dream Precinct house that never got put into use because too much money went to the Big Fishing Boat a certain boss collected a commission on from Rochester Marine Waterworks.

Thet headquarters was still far superior to watching Gomer try to rig a sheet of plastic under the stairs from the switchboard up to the Clerk's hallway so the typewriters didn't drown in Winter.

Never again did the Police Chief stroll into the meeting room to wind his clock.

I still want to know who put the round through the double glass door behind Swine 1s desk and damn near got his London Police helmet.

" Attempting to protest your assessment is a joke now, too! It's a game and they have the laws on their side for winning. I've talked about this with several real estate agents who tell me getting a reduction will likely require taking it all the way to small claims court"

Well gee puttitat, them real estate agents are XSperts, ain't they? Lot of em even have GCSD Diplomas, and if you listen they'll tell you the house has high ceilings and low floors.

What the hell is hard about taking your assessment to the Small Claims level? File documents at the County Clerk's and hand a copy to the School District Clerk, and go make a case for the reduction that makes sense.

Did you ever sit in the hearing room and listen to the stupid crap people claim entitles them to a reduction?
Ya wanna stay stupid, be willing to pay.

SCATS said...

To 10:03PM ~~ You missed the point. You make your case to (drum roll .... ) REAL ESTATE AGENTS!!! The town hires them to sit on the review board. You can go in there and have all the comps it should take, make your case and then several weeks later, you get a letter that tells you they didn't listen to a word of it. They don't have to tell you a damn thing, because it's ALL ON YOU!

I've "played the game" myself several times. I know what is supposed to be needed to prove your point. I've won before. When I lost, there's no clue given as to why!! I've also known people who have gone to court and reported back that our assessor was chastised by the judge for the RIDICULOUSNESS of the claimed increased assessments, then ruled in favor of the homeowner. Guess what? I've yet to find anyone from another nearby town who has had to play the game like it's done in Greece. If the big boss says "There will be no adjustments down" then you better be prepared to be unnecessarily inconvenienced to make your case - HIRE AN APPRAISER & A LAWYER.

Regarding Property Assessments: I would like to inform 10:03 that a market value assessment (interior and exterior) of your home by a seasoned real estate agent or appraiser is undeniably without question more indicative of market value than any Computer Assisted Mass Appraisal (CAMA) program the town uses. No bank will ever accept the town's assessed value for the purposes of issuing a loan, so much for credibility. Anyone with a even a 10% brain function can see how the system is purposely set-up in this manner. There is absolutely no transparency, all back-room decisions. The BARR never provides any details as how they reach their decision. Nine out of ten times will be "THERE IS NO CHANGE IN ASSESSED VALUE". They must think they have magical powers knowing the market value of my home without ever stepping foot in my house, all Greece assessors as well as all six BARR members, all unanimous in their decision! This is a 60 minute level scandal against the taxpayers! What is needed but for obvious reasons will never happen - a true independent panel not tied to the town at all! No other town that I know is this corrupt and relentless in the effort to generate revenue from property taxes. Even going to SCAR with my petition, the small minded assessor presented mostly non-comparable comps and relied on the average sale prices as a measure of equitable assessment on my home. I am beyond disgusted with the outright lies and superficial and inaccurate data they hide behind. The Hearing Officer, also small minded believed the assessors opinion and false information! I know for a fact that the comps they used are irrelevant as sales comparables. The one comparable they used that ultimately portrays total incompetency was a two family home the Greece assessor presented to the SCAR Hearing Officer as a valid sale comparable for my one family colonial and even worse, she believed it! This level of misrepresentation of facts at the SCAR level presents a real problem in my mind and further action is to be taken.......
What a bunch of delusional and dysfunctional human beings! I can see why, more and more people pack-up and leave this corrupt, non-transparent government of a town!!!!
By the way, the comparables with MLS sales datasheets I submitted are 100% correct and accurate - same style homes, approximately same square footage, same age, same neighborhood code as well as a professional market analysis and not one valid question, comment or agreement from any of the small minded individuals I dealt with. They feel no pain whatsoever! They laugh at few of us that actually make an honest effort to challenge their assessment opinion. This corrupt system will never change as the majority of the populous remains silent!

SCATS said...

To 10:02AM ~~ Of course not!!

To 2:05PM ~~ Thank you!! I know exactly what you mean, been there and done it. Last time, I went in with SIX comps, three from my own street! I found out that after several neighborhood homes (same neighborhood code as mine) sold for $10,000+ less than the assessment, the Town turned around and put those same houses back on the taxrolls at the previous assessment, despite being off for the sale! The good ole assessor himself told me if they are within 10%, they've done their job!!! What a corrupt lot!

To SCATS 2:18 PM: Thank you! You can totally understand and appreciate what I am talking about. The 10% rule is a pile of BS as far as I am concerned. It is bad enough being taxed the highest in the USA already, then they can be 10% high on assessment and that is still acceptable. I bet their homes are not 10% over assessed! I am over 15% over assessed, and they still see it as not their problem! It is significant, not so much on a maybe a $75,0000 home but on a $275,000 home at over 4% per thousand, this type of discrepancy should result in someone losing their job!
If any Greece assessor or town official reads this and has the fortitude to respond, I would like for them to explain how they can accurately assess the condition and amenities in my home inside and out without ever being on or in my property!

Oddly, those who know how to make the argument and have learned what ORPS dictates to the locality, and use it win consistently. When we don't win at Town level, we win at Small Claims level.

Some don't even pay a professional appraiser and win. All you need is the ability to read ORPS publications. This game is now 20 years old, and at least the State dictates are on line now, not hidden in a SECRET book for Assessors.

Failure to prepare is guaranteed preparing to FAIL.

SCATS said...

To 7:23PM ~~ "Some don't even pay a professional and win." HIRING A PRO ISN'T SUPPOSED TO BE NEEDED!

I've read ORPS. I've talked to real estate folks, too. Several of them have told me their peers on the review board should be ashamed of themselves and how they behave, not only towards homeowners who appeal their assessments, but towards their colleagues who GET HIRED to help them do the job!

There should be ONE CLEAR-CUT METHOD FOR MAKING THE CASE. I've made it and won. I've made it and got a partial reduction. I've gone and given half a dozen very recent comps and gotten NOTHING! It makes NO SENSE ... unless there is an effort on to force everyone to go to court in the hopes they give up due to the time and investment required. TIME IS MONEY to many folks these days.

In comparison, I know folks from other areas in NY who have had no problems at all fighting & winning, or even better: getting reductions without having to go through the BS because their assessors aren't part of the problem!

Just remember, 10% in school was the difference between a "C" and a failing grade.

To 7:23PM: The system is corrupt as can be. I know all about ORPS having gone through to several times. I have gone 1000% in details above what ORPS recommends with basically zero satisfaction! Some of it is luck of the draw as well. The last Hearing Officer was totally incompetent regarding real estate matters, value of construction, materials and adjustments for amenities. She even believed a two-family house was a valid comp which Greece supplied along with other non comparables. They brought nothing to the table of any validity, only average sale prices, no photos, no MLS data sheets, no adjustments for amenities or large disparities in sq/ft. They did no homework and it showed, Astonishing, some of the comps they said were valid were 1000 sq/ft smaller than my home! These are supposedly professionals we pay good taxpayer money for? What a total shame and disgrace! On top of it all, they are rude and underhanded when dealing with the people they for, Us Taxpayers.

A totally independent body/panel of professional real estate individuals, non Greece residents is the one and only solution...........Kick everyone else out the door!

I am in the real estate investment business and would like to make an offer to all that are on this web site. Anyone here who feels the assessed value of their home is to high and have gone to protest and can show documentation that you lost your appeal, I will buy your home for the assessed value. List your address and I will contact you. Thank you.

SCATS said...

To 10:07PM ~~ AGREED! In my case, they only wanted to talk about $$/sq ft. The difference between a home with a 50 yr. old kitchen and one with a brand new remodeled one made NO difference at all to them, despite pics to show the contrast.

To 11:04PM ~~ The only "evidence" they provide is a letter telling you what your assessment will be ... it's the same as the first letter they sent out notifying of the increase! I'd love to sell my house for its assessed value! So send me your name & business phone number. I'll share it with lots of friends.

Just because Miss Val claims to have a Masters Degree doesn't make it so. She claims a lot of other things. And I'm no fan of the Republican Administration. But Miss Val exaggerates her career achievements. Check out her Linked In Profile if you get my drift.

To Scats: I Agree! First and foremost in the mindless thought process of Greece Assessor's is $sq/ft with little value on anything else. Actual condition of the property and amenities hold little weight even when they are shown photos they just toss them in the trash! I guess being a moron means job security when you work for Greece!

To: 11:04 PM: My home is $30K over assessed. If you can give me the town's full assessed value for it and share 50% of my moving expensive, I will gladly move out of Greece and leave you with the headache. One should not be forced out of their homes due to an unscrupulous town government such as we have in Greece. That is as pathetic as it gets.

Why don't I just post my name, photo & phone number, too? LOL

Believe me, it isn't one bit better in Towns that bring in complete outsiders as Parma did years back. Independent outside "professionals" have no concept of wet areas or the nature of different soils. All they know is what is in the computer, and they damn well won't get their ass out of the office to look.

Granted the current ORPS site sucks compared to the site 10 years ago, but the old information is still valid, and can be accessed with a little effort. Property condition is well defined by ORPS.

What I don't see in all the crying is anyone complaining about the Fire Tax or Town wide lighting. Where is the equity to residents along the West side of Town paying for street lighting they don't and never will have? Why did Town Board vote that crap in? Was it to lower the cost to the majority of residents at the expense of a few?

Fire Tax is the real beauty, but most residents don't even see their Tax bill, so they don't know what the IAFF Union clowns and Supertrucks cost. My Fire tax is nearly equal to Town tax.

Then again, this is the Town that SCREWED all the people who bought houses in the Greece Free School District so two politicians were happy. Gordon Howe willingly went to war to protect the Free School District, and another Supervisor came along and SCREWED Greece.

Politicians don't care, they know the voter's memory is short, and they have statistics proving how often people get fed up and leave town. First thing they do when a citizen brings a question up is check how often that person votes. You vote they might listen. You don't vote, they can't hear you.

SCATS said...

To 12:26PM ~~ The Fire Tax has been argued on this site in the past. Of course, those in the RRFD zone pay through the teeth! Adding insult to injury, the 2% tax cap doesn't appear to cause them any angst at all.

To 12:56: A true independent panels of qualified non-Greece resident licensed appraisers would be light years better than the scum we have now. At least there would be transparency in the outcome and explanations for the rational used to achieve the outcome - we have Zero Transparency now! It doesn't matter if you follow the ORPS guidelines because they don't believe any information you submit. They always ask if you have an appraisal on your property as that is the only measure they will even consider half believable. How many legitimate property appraisals has the town performed, None! They work with all superficial data, most of it is erroneous, misinterpreted with limited to no validity of market value for any one specific property. They don't know if your toilets flush, if your house has mold! They know nothing about your property that can be used to arrive an accurate market value. What horsecrap! Worse part is that they know it and act stupid and puzzled when you present the real facts disputing their CAMA crap!

What we have now is closed doors, no transparency and forget any compliance to the "open meeting law". As we have no voice, the citizens should gridlock the town by bombarding them with legitimate FOIL requests and see how fast they beg for mercy.

I am also fed-up with fire tax. It is a huge amount of money from each property owner. What is the real value to the citizens per dollar spent? The associated total costs for both the Fire Dept and Greece Police is astronomical! These two groups are the stars of fat-city politics. Just look-up what the salaries are with overtime, benefits, retirement after 20 years, medical for life.Tax payers cannot sustain these egregious expenditures much longer! Unfortunately, until we have a Detroit type bankruptcy scenario, nothing will change...........

Sorry 4:20, I went in to win, and I won 5 times.

I am NOT about to teach a course on how it's done, I did my research when the "Assessor's eyes only" held no more meaning because NYState decided to put the manual on line to save printing costs. I downloaded it and saved it too. The current site is much harder to find information on, but the information is still there.

ORPS is the final word, and the Town does NOT want any taxpayer going to ORPS for relief.

If you think independent out of towers are easier to work with, you haven't been to any assessment review in Parma where "Independents" come in and do it to you. Greece is a walk in the park compared to Parma or Brighton. Been there and done that.

You need to really READ ORPS and learn what the Town can NOT require from you. It's Black Letter Law. Give me $1000 in cash, small denomination used bills, and I'll tell you exactly how to win. No cash = NO INFO from me.

How convenient ..BR announces what a great job he is doing with the town budget the day before Election Day .( see HIS Facebook page) And his rag magazine was mailed last week . Now we will feel better about electing canadates who are running unaposed , at least the 2nd Ward has a choice. If people elect her There will be a big problem on the second floor, she will ask questions !

When the town uses $$ per sq. ft. what figure are they using?

SCATS said...

To 6:09PM ~~ I'm calling BS! I can tell you from personal experience that the Town's database is so full of corrupted, incomplete, blatantly wrong "data" that even when I pointed out that according to ORPS they had INCORRECTLY CODED home types! I gave them a list for my neighborhood so they could look into fixing the trouble. That was over THREE YEARS AGO! It's still in the same mess as it was before. On another issue, half the split levels are listed as having no basements (when they do!) while others are listed as having a basement when they don't. And yes, I know there are different types of splits, some with, some without. The point is: The Town of Greece does NOT care to correct their flawed database! Another sign of complete arrogance.

SCATS said...

To 8:37PM ~~ I suspect it varies from area to area and by house type. I discovered the fact they use it when my informal hearing officer took my paperwork to photocopy it and returned it to me containing HER paper showing a $$/sq. ft. figure for similar homes to mine on my street! It was like having their cheat sheet handed to me lol

6:09 back at you putt; Frankly I don't care if you call LitterBox Brownies.
You obviously missed the biggest gifts from ORPS.

Did you ask for your Property Inventory sheet?
I did, then I requested they either correct it or send the builder to add the 243 SF they claimed I had. That got corrected in 96 in time for the first ADJUSTMENT by the Board.

Remember, the slop pile originated in 95 when Quomo has Bankrupted the State and had to increase Real Property value to cover outstanding Bonds.
Greece hired retired Kodak workers and sent them forth in teams with rulers and tape measures. Based on what I've seen of that data, most of those hires must have worked in the dark at Kodak and couldn't function in daylight.

Read SunTsu while you spend quality time in the litter box, and learn to not fight the other man's fight. The greatest obstacle is Assessor Infallibility is PRESUMED as a matter of Law. It becomes a difficult doctrine to hang onto when you prove, point by point the assessor is wrong.

ORPS has codified what documents you are entitled to, but if you don't ask for them the Assessor ain't going to give them to you. 96 was the fun year getting lists of comps and property inventory sheets when the office was in the old grocery store.

SCATS said...

To 10:59PM ~~ Yes, I had to FOIL the property inventory list the first time I went up against Auggie's crew. It was easier than arguing with imbeciles who claimed they didn't know what I was referring to. I found no errors on that sheet, BUT the errors in my assessment appear to originate with HOW they code under ORPS. Fighting "the other man's fight" had a direct impact on my assessment.

To 1059 PM: You are 100% correct! NY State passed the ridiculous "The Assessor is "PRESUMED TO BE CORRECT" to shield them from every conceivable ignorant act, even from pure negligence! I am sorry, but there is nothing in ORPS will change corrupt behavior. How else can anyone look at you with a straight and call a two family a valid comparable to my single family home at the SCAR review? They should pay a penalty, punitive damages and stripped of any professional licence they have!

I also agree with SCATS that the system is full of errors as I have see dozens of classified properties. Some with huge disparities. And they don't make any corrections after they are informed of them. If this was a private business., they would all lose their jobs!
The bottom line is: no pain, no change in behavior.

SCATS said...

To 7:44AM ~~ Seeing that made me vomit a little ... yuck.

To 7:54AM ~~ Our assessor's office hasn't had a good house-cleaning, not even after the Schwab debacle! Reilich said he was replacing the assessor after the reassessment was done, but it hasn't happened. It kinda makes me wonder what damning info the assessor has on ole Bill ... ;)

Anonymous said...

There is a way to get some justice. Most of the people on the review board are real estate people that like to sell in the Town of Greece. These people are mostly retreads who got fired from their last job or laid off from Yellow Father. Note who they are and do not give them any business tell your friends who they are and how they treated you. Just look at the stage that they set when you go in to your hearing they are sitting higher that you in nice chairs and you are lower in a crappy chair it is all designed to intimidate. A good swift kick in the wallet usually gets them off of their high horse. Most of these folks are C of C or Kiwi folks and drink with the politicians and go to their fundraisers. The system is broke and crooked and you are not gonna get a fair shake period.

The Greece Democrats can use space in the town hall as well. They are even easier to accommodate, they just need a broom closet to hold them.

To 4:40PM ~~ Already did that - GMTA ;)

To 4:58PM ~~ Halloween is over so take off your pointy black hat and sit a spell.

Anonymous said...

To 4:40 PM:Yes I have written down who sat on the panel. Per NY State, You can request a copy of the form to find out how each of them voted. hey do not volunteer that information and reluctantly provided it to me. The form they used was full of mistakes related to my property but beyond that had no meaningful information spelling out the criteria they used to form their supposedly "expert" opinions. Another sham! As I expected, they all voted unanimously to deny me any relief in assessment. Out of six votes not even one of them had enough guts to disagree with the value the Town Assessor placed on my property, from a computer generated inherently flawed piece of garbage data!
100% in agreement is impossible if they are ethical people. If six appraisers appraise your house you would get six different values within a range of course.

To 7:59AM ~~ Stories like that continue to make me shake my head even though I shouldn't be even a little surprised after all I've heard and/or personally witnessed.
