TODD BAXTER SWORN-IN AS OGDEN COP



WHEC-TV is reporting that former Greece police chief Todd Baxter is taking a part-time evening policing position in his home town of Ogden.

SCATS ~~ We think this PROVES Baxter was forced out as GPD's chief when Reilich took over.

Smart move!!! Otherwise he risks loosing his Police Officer certification!! I believe it expires 3 years after leaving employment!!

I do not believe that it will affect his pension at all. Once you are retired you are retired period. He can make up to 30 thousand dollars a year from another public employer and not have his NYS PFRS allowance diminished. However if he is granted a waiver by the PFRS or he is an elected official he can earn as much from a public employer as he wants. Getting a waiver these days is getting much harder than it used to be.

Why take a position in Ogden? He obviously doesn't need the money. Some said he is making more with his veterans job than as chief of police here and he made 150,000 here, plus the pensions he is collecting. He did leave abruptly when Reilich took over and you have to wonder why. In my opinion as time goes on I don't think he was the best thing that happened to Greece. I've been told that he promoted the goon mentality within the dept. and sought out the biggest goons in transfers. He took over at a time when there should have been a thorough house cleaning but he only did a partial and as we can see now not much has changed.

For sure, Baxter comes in and works to improve the GPD. You can't change the spots on a leopard so how could he change the GPD? They are set in their corruptions for years. He realizes he can't make them honest and do a full proper honest job.
Baxter learns they only do what they want to do. The GPD does not complete their jobs, never finish an investigation especially if one of their own is involved. Then it's closed up and thrown away, "no one will ever know". They get rid of all evidence and stick together and not one Greece Cop will talk.
Baxter had to be worn out and living with so much stress. Why else would Baxter leave? They forced him out and got one of their own back to be chief, "PATRICK" who had a father who was chief in the GPD. Oh my, the first chief Phelan was no better then Rahn. The apple doesn't fall far from the tree. Patrick watched and listened while driving with his father while working. Now the outsider is finally gone. So they can go back to where they left off.

Baxter is one smart dude . He's got a great paying job, collects his generous pension, in the $80,000 plus range, retains his taxpayer paid health benefits and then takes a part time night job in Ogden. This position allows him to work as a part time cop, and still collect his full pension without a waiver because he is working in a department that he did not retire from. Secondly, he keeps his certification alive and would be eligible to take a Chiefs position if one was offerred in the future like the city of Rochester, a position he wanted in the first place.
At any rate he is triple dipping when it comes to his total yearly income. And the best part,it's all perfectly legal !
