The Truth About GCSD's Problems

Sean McCabe, BOE Prez.  ~~ "When you're looking at a $100 million plus project, there's so much going on and in so many areas it's difficult to have the level of oversight that's needed."

SCATS ~~ Gee, imagine that he and 8 other BOE members oversee an annual budget that exceeds $200 million!! Now we know why Greece Central is in such sorry shape!

The D&C reports:

If They Build It ...

If Greece Central Builds A Stadium At Arcadia ...

  • WHO will schedule events?
  • WHO transports non-Arcadia teams to the stadium for practice & games?
  • WHERE will they park the cars?
  • HOW will they keep crowds under control?
  • WHO will direct traffic?
  • WHO will provide security?
  • WHO will clean the restrooms, dump the trash, etc. after each use?
  • WHO can neighbors complain to when the traffic, litter &  noise becomes unbearable?
  • HOW often will the turf be sanitized?
  • WHO pays if the turf wears out before the 15 yr financing period arrives?
  • WHAT IF they don't get their 15 yr. "warranty" ?
  • HOW will they prevent the use of social media to organize a mass meet-up (gang fight!) that overwhelms the facility & employees?
  • HOW MUCH WILL ALL OF THE ABOVE CO$T ANNUALLY?
ANSWER ~~ THEY DO NOT KNOW!

The TRUTH About Propositions 1, 2 & 3

PROPOSITION #1 ~ Building Repairs/Renovations

This Proposition contains a multitude of "wants" (not "needs") ... from the District's Wish List, to be paid for by Santa Chump, The Taxpayer.

  1. Many of these "wants" are actually related to the grounds surrounding facilities, not the buildings themselves.
  2. Many of the projects are specifically related to sports programs ~ example: dugouts
  3. The "wants" list includes $415,000 for playgrounds
  4. A whopping $225,000 of that playground fund is targeted for Pinebrook! (Gold-plated!?)
  5. Storage buildings at 9 schools costing $60,000 each add another $540,000 to the "wants" list. Do we know if we will be closing ANY of these schools soon due to enrollment drops?? No, it hasn't been considered!
  6. At least 10 bldgs. are to get pricey parking lot, access road or bus loop repairs, expansions or new construction.

PROPOSITION #2 ~ Athletic Stadium w/Toxic Turf & Lights

This Proposition is/was promoted using numbers that left much to the imagination, if not outright lies told to the 28 person pro-sports committee who parroted the misinformation all over town.

This proposal is based upon
POOR FINANCIAL DECISION-MAKING
PRACTICES!
  1. District office told the committee that State Aid would reimburse 78% of the cost. This has been PROVEN TO BE A LIE!
  2. The actual State Aid reimbursement will be a mere 23%!
  3. The project's BASE COST is $8.5 million
  4. Factually, GCSD could finance building the stadium using funds they already have on hand!
  5. Under this Proposition, the TOTAL COST balloons to $12.5 million!
  6. Of that $12.5 million TOTAL COST, $4 million is INTEREST !!
  7. That $4 million interest expense AND the paltry 23% State Aid reimbursement rate were both kept hidden by GCSD!

Would you buy a $25,000 car and pay $12,000 in interest on the loan when you already have the money in your savings account??

No?? Then why in hell would you approve this Proposition to build a stadium with a toxic turf field and unknown maintenance costs??

You know you wouldn't!!

Proposition # 3 ~ Land acquisition at 1862 Latta Road

This proposal is to expend $207,450 from fund balance money to purchase real estate Greece Central has drooled over for decades. The problem is, they want to build a bus wash facility on it and do not know if/when the taxpayers might ever OK such a costly proposal. In reality, we should be reducing the number of buses we own/maintain as enrollments shrink, making this less necessary in the future.

We believe they intend to use this property to PARK STADIUM ATTENDEES, since Arcadia's parking lots accommodate only +/- 500 cars.

When you vote on TUESDAY MARCH 24th, please remember:

Approval of Props 1, 2 & 3
will add approx. $20+ to the average home's property taxes ANNUALLY*
and
PROVIDE NO BENEFIT IN THE CLASSROOM!

GCSD Drags Feet On Bus Safety

Strange quotes from today's D&C:

"The driver has been temporarily assigned to another route amid district concern with inappropriate student social media commentary about her," school district spokeswoman Laurel Heiden said in an email Friday. "The (bus) attendant has also been temporarily removed."

SCATS ~~ So then, this was NOT related to ANY disciplinary action, like the district might have us believe? AMAZING!!!

"The video shows the man never interacting with students nor any students acting in a way that raises questions about his presence on the bus, Chatterton said."

SCATS ~~ So then, it is up to the students to provide surveillance for their own safety while on a Greece bus?? UNREAL!!!

"Unquestionably odd, the incident is being reviewed to see whether it's so worrisome that more stringent policies are needed or so isolated that it simply boils down to the driver's mistake when the man boarded."

SCATS ~~ So then, by tagging it as "unquestionably odd" and possibly "isolated", we've diverted attention AWAY FROM THE DUTIES OF THE DRIVER & MONITOR, and placed it on the behavior of the perp, who later showed he is just another nutcase with a violent temper !

HOW CAN ANYONE QUESTION WHETHER OR NOT THIS INCIDENT WAS "WORRISOME" WHEN WE KNOW WHAT HE DID TO A TODDLER & HIS WOMAN AFTER HIS RIDE TO ARCADIA?

IT IS WORRISOME !!

IT IS ODD!!

IT IS A BULLET DODGED ...

Special Election Costs GCSD Big $$'s

On March 24th, voters will march to the polls in Greece to vote on three Capital Improvement Projects in a "Special Vote."

Many people have questioned the need for holding a separate, "special" vote, given the cost of doing so.

How much does it really cost
to hold a Special Vote?

PLENTY!!

Here's a noncomprehensive list of the things the Greece Central School District expended money on to make next Tuesday's vote possible:

  • Opening the polls, paying poll workers, signage, etc. ~~  $30,000+ ... easily!
  • Paid, legal advertising required by law in two local newspapers ~~ Pricey, these ads require several full pages each!!
  • Additional paid legal ads in Greece Post for 2 weeks ~~ $$$ (Not sure why they did this!)
  • Promotional video ~~ totally discretionary, but costly!
  • 8-page color, glossy mailer ~~ also discretionary
  • Several (at least three) postcard type mailers ~~ Discretionary; postage isn't cheap even at nonprofit rates

We estimate the cost to taxpayers for next week's Special Election to be in the
$100,000 range!

Would this money have been better spent
IN THE CLASSROOM?

YES!!

GPD Arrests Suspicious Bus Rider

Bizarre Behavior In Court Gets Him Mental Evaluation;
Other Charges Alleged

13WHAM reports: As 23 year old Timothy McKiver showed up to Greece Town Court for his arraignment Wednesday night, he appeared combative.

In the courtroom, McKiver refused to answer the judge's questions. McKiver pleaded the 5th when asked his name and birthdate and at one point even claimed to the judge to be god.

It’s because of those actions; McKiver was remanded to the Monroe County Jail without bail.

But it's how police found McKiver that has him facing more charges.

According to court paperwork, McKiver was at his girlfriend's home Wednesday when she got a call from McKiver’ s mom stating she saw her son on the news, wanted in connection with the Greece school bus incident.

Infrared cameras caught Timothy McKiver, 23, of Greece, getting onto the bus Tuesday morning at Bonesteel Street and Joanne Drive. While on the bus, McKiver sat alone and never talked with other students.

Court documents say when McKiver saw himself on the news he started to laugh and said "I look good on TV" and snatched his girlfriend's phone and called 911 to turn himself in.

Court documents also allege that McKiver punched, pinched and whipped his girlfriend’s two year old son for no reason.

McKiver now faces additional charges for allegedly taking his girlfriend’s cell phone and child endangerment charges.

McKiver is scheduled for a mental exam and arraignment Thursday.

SCATS ~~ So the school district's robo-call to parents was inaccurate! This man is/was clearly a threat & should never have been able to board that bus!

Jewell-Belluccio Appears In Court

TWCNews reports:
A former teacher's aide at Greece Olympia High School who is accused of making sexual contact with a student appeared Wednesday in Greece Town Court.
Christine Jewell-Belluccio is charged with rape and criminal sexual act involving a student. At the disposition hearing, her case was waived to the grand jury.
According to court papers, Jewell-Belluccio, 32, is accused of sexual contact with a 16-year-old student several times in June 2014. Investigators allege the incidents took place at her home on Logans Run in Greece.
During Wednesday's hearing, the judge issued an order of protection against the victim.
Jewell-Belluccio worked at the College and Career Center in the district and is a varsity cheerleading coach. According to the Section V website, she was named Coach of the Year during the 2014 winter cheerleading sectionals.
Jewell-Belluccio remains free after posting bail.

WHERE WILL THEY PARK??

Stadium proposal sets seating at 2600.

Arcadia School parking lots show approximately 500 spaces.

Stranger Boards, Rides GCSD Bus

WHEC-TV reports:

We’ve just learned about a situation on a bus headed to Greece Arcadia High School.

District officials say a young man, believed to be a student, got on that bus with several other students. We’re told he didn’t interact with anyone and didn’t get off the bus at Arcadia, and then he refused to identify himself to the driver. The bus then went to the district’s transportation headquarters where he did get off the bus when the workers called 911.

School officials say police are following up.

Three Athena Students Charged

WROC-TV reports:

The Greece Police announced that three Greece Athena students face charges relating to the recording of a disabled student doing inappropriate acts.  All three face the charge of endangering the welfare of a child, a misdemeanor.  One faces that charge as well as the felony charge of possession of obscene sexual performance by a child.

The Greece Police Chief also revealed today that there were two seperate incidents with the same victims and the same student with disabilities where recording were made.

Last night in exclusive interview with News 8, Angela Fernandez told us her son admitted to recording the incident at Greece Athena High School but that all of the teens involved were joking around.   We spoke with her again today after her son was charged.

"I was flabbergasted.  I didn't think it was gonna come to this," said Angela Fernandez, the accused boy's mother.  "It was a kid doing something silly and he pulled out his phone. And he thought it was funny. He didn't touch the boy."

Now Ms. Fernandez is trying to hire an attorney.  There was a school hearing set for tomorrow, something Fernandez says she is rethinking attending.

SCATS ~~ Thanks to the pressure put on by the Greece community & the parents of children with special needs, these punks will learn about how "funny" they really were.

Artificial Turf Crumb Rubber Contains 30 Toxins

"It's like kids playing on hazardous waste sites." ~~ Judy Braiman, Pres. Empire State Consumer Project

"It would get all over. It would get in my eyes, my nose, my ears." ~~ Meghan Lowell, one of 38 American soccer players battling non-Hodgkin's lymphoma. "They found a mass on my heart and then a couple on my lungs," Lowell said. (13WHAM )

SCATS ~~ It costs approx. $100,000* to install an artificial turf field cushioned with crumb rubber. It costs approx. $1,000,000 ($1 million!) to remove it, because the crumb rubber is considered to be HAZARDOUS WASTE!

CRUMB RUBBER TURF CONTAINS LEAD

Will  YOU  Risk The Health Of The Kids

The Expense Of Future Removal By Approving A

T-O-X-I-C   Turf Field Next Week?

USA TODAY:  (3/16/2015) < --- READ IT!

"Feds promote artificial turf as safe despite health concerns"

  • "The growing use of turf fields layered with rubber crumbs has raised health concerns centered mostly on whether players face increased risk of injury, skin infection or cancer."
  • "We're using your children as part of the poison squad," said Bruce Lanphear, a leading researcher on lead poisoning ...
  • But some communities have refused to test their fields, fearing that a high lead level would generate lawsuits or force them to replace and remove a field, which costs about $1 million...
  • "If you're exposing children to some potentially harmful compounds, whether it's organic compounds or metals, you'd think you'd want to know so you can take some action instead of putting your hands over your eyes and saying, 'I don't see a problem,' " Shalat said.
  • But the council (Synthetic Turf Council) mischaracterizes some studies and ignores scientists' warnings about children possibly ingesting lead in turf fibers and rubber crumbs.
  • CDC: 'No safe lead level' in children
  • "Every turf field has to be analyzed in detail to be sure it doesn't have a problem," said Paul Lioy, a professor of environmental and occupational medicine...
  • "You pick up rubber off a field and you don't know what that piece of rubber came from," said health advocate David Brown, Connecticut's former head of environmental epidemiology and occupational health. "It's not a manufactured item. It's a waste. There isn't quality control."

"Disturbing Incident" Involved Bus Monitor Bullies

Various sources tell us that at least two of the students allegedly involved in the bullying of a special needs student at Athena this week were also involved in bullying the bus monitor Karen Klein in 2012.

It appears that GCSD's "Anti-Bullying" campaign has been a HUGE waste of time, money and resources!

The proclaimed "1 year suspension (it wasn't!), loss of regular bus rides (they still rode buses!) and 50 hours of Community Service" in 2012 appear to have had NO IMPACT on these thugs!

Let's make sure we build a sports complex where kids like this can congregate in large groups AT NIGHT and further their criminal activities with the opportunity to have multiple victims, crowds of onlookers and perhaps even cheering supporters.

Don't bother writing in to say this is an "unfair comparison" or ridiculous fear. If they can't control the monsters IN THE BUILDINGS (a confined space) then they can't control them outdoors, in the neighborhoods or on the streets! But then we already know this from the rumble on Olympia Drive in broad daylight earlier this school year!

GPD Investigating "Serious Incident" @Athena

The D&C reports: Greece Police Chief Patrick Phelan "acknowledged that an investigation was underway, and confirmed that the allegations involve three Athena students, all younger than 16, who were accused of prompting a special needs student to pull down his pants, grab his crotch and drink urine from a toilet. The students are accused of recording the activity and posting it on Snapchat."

The district later issued a statement, which reads:
"Today, the Greece Central School District was made aware of allegations about a serious incident at Athena High School that involved juvenile students and was reportedly captured on video. According to Director of Security Steve Chatterton, an internal investigation was started immediately and Greece Police were called in to determine whether a crime had been committed. The investigation is ongoing.

"Superintendent Barbara Deane-Williams said the allegations are very disturbing. Appropriate discipline will be administered once all of the facts are obtained and the police have completed their investigation."

'Vote No' Editorial Found on Craigslist ...

Vote NO on Greece Central School Proposals. (Greece, NY)

Attention Greece Residents:
___ If you care about controlling YOUR tax bill,
___ and maintaining fiscal responsibility,
___ vote NO the 24th of Mar at the polls, on all proposals.

This school district is bloated with 'Administration' personnel,
drawing handsome salaries, cadillac health plans,
'sick' days, and vacations (all at taxpayer expense).
¿Why are these school districts trying to gut the 2% property tax cap?
- - - (2% or rate of inflation, whichever is least).
¿How? By lobbying (NY legislature & Gov Cuomo) to remove
the provision of 'fail twice in vote = no increase'. (A supermajority [60%]
voting approval is currently required. They seek a simple majority: [50%] ).
Take action: VOTE NO to all tax increases.
Don't let the 'pennies per $1000' STAR/Enhanced STAR numbers fool you.
These are never ending increases, that must end. They must end.
We cannot afford the ever increasing property taxes, received through 'voting'
and the inequitable process of 'assessing' our homes' value.
(These are their tools).

"Not only are our real estate taxes in Western New York higher,
market value to taxation, than any other place in the country,
the whole system and process of collecting the taxes and determining
the taxes is totally inequitable and unfair to everybody."
(Tomas Golisano, article by: Thomas Adams, in the Rochester Business Journal, 16Jul2010).

NO to more taxes and spending.
We need your vote. Please turn out to vote. Please.
PS: Don't let the small STAR' increases fool you.
- - - Taxes will come from the taxpayer!

Whose Signature Is This?

The signature below was found on a letter to Gov. Cuomo urging him to restore Gap Elimination Funds to public schools.

How Many Dead People Will Vote March 24th?

A family friend shared with me the fact she received a postcard from Greece Central addressed "To Registered Voters at : ... " then her address.

Interestingly, she is NOT a US citizen! Even more interesting is that she has been in the home she bought for almost 10 years! She is unmarried and lives alone.

The point here is that the voting roster GCSD is using for this Capital Improvement Project vote is obviously many years out-of-date!

This paves a path for widespread abuse.

The dead, the unregistered, the non-residents can ALL vote on March 24th. Show us we're wrong.

Community Shut-Out Of GCSD Meetings

In about 2 1/2 weeks, Greece residents will be asked to vote on three Capital Improvement projects for the Greece School district. One item on the ballot is a stadium complex to located on the Arcadia campus.

About one week ago, we received an 8-page glossy propaganda piece from the Greece School District titled: 2015 Capital Improvement Project

Can you guess what this slick promotional piece lacks?

ANY MENTION
of
THREE COMMUNITY MEETINGS

CONCERNING THE

$43.5 MILLION PROPOSALS!!!

Could it be that they did NOT want anyone attending?? Hmm ....

Why else would it NOT have been included in the 8-page brochure?
