GPD Charge Woman In Scheme To Defraud


13WHAM reports: "Vicki Umbrino, 46, was arrested on November 12 and charged with scheme to defraud in the 1st degree: a felony. 

Police said she solicited money from victims promising "Around the Town" coupon books in return for a donation. 

It is a legitimate school-related fundraiser, but police said many people never received the coupon books. 

Umbrino profited from the scheme. 

Umbrino was released with an appearance ticket."

SCATS ~~ I'll bet she "did it for the kids!"

To 8:32PM ~~ You think this is bad?? What about when they give appearance tickets for DWI?? And the cops do!! Recent case: that moronic local (Gates, I think) woman who was picked up for DWI at 2AM in Halloween costume, released and arrested again for DWI at 5AM! It made national news.

Sometimes and under certain circumstances spelled out in the State Criminal Proceedure Law, the cops are left with no choice but to issues this type of court summons, The reasons are many ,however I won't waste my time explaining them on this blog for obvious reasons.
T o 8:32 There are different crimes that carry the Felony distinction . Some violent and others non violent. So depending on the crime classified as such, this will determine whether or not an appearance ticket can be issued in a felonious crime situation.

To 2:47PM ~~ As was explained when the two-time DWI case came up, the cops said they can CHOOSE to release someone on their own recognizance based upon their judgment at the time. I can't figure out how or why a DRUNK gets released still DRUNK?!?!

Was that remark about wasting your time intended to be a slam against this BLOG? lol

Scats your usual spin on the facts . Sure she was still drunk ,are you implying that they let her drive off on her own . Don't you think that they released her to someone not under the influence? That's no doubt what happened and-the jerk got behind the wheel again after returning to the party with who ever picked her up at the PD. How were they to know this basket case would attempt to drive again a few hours later . Granted it could have had tragic consequences the second time but fortunately it did not happen. However with a normal person , initially it was handled consistent to dictated past practices of that PD.

To 3:36PM ~~ WHAT "spin??" I'm stating EXACTLY what was reported by media. Again, I'll ask my still unanswered question: Why does a DRUNK get released still DRUNK after an arrest?!?! Let them spend the night in the county lock up. MAYBE it will scare them into different choices.

Scats, why don't you take that question to the Gates PD? Ask them what their procedure is. I'd be curious what the response would be.

To 1:58PM ~~ It's not strictly Gates PD who decides to release them after an arrest. It's up to the cops to decide at the time. That's what they told reporters who inquired similarly. But it makes NO sense to me to release someone who is so out of it that they don't know NOT to drive. I wonder what else they "forget" in their inebriated state. Let them dry out in jail. It should be MANDATORY.

All she did was sell something she had no intention of delivering to suckers looking for something cheap.

Hell, if that's felony Level crime we'll see Billy Reilich marched off in cuffs soon.

Maybe Babs & the Union Teachers will go first.

To 11:27PM ~~ Oddly, she went back & delivered the books to those who paid her by check. I wonder if she knew suspicions were mounting ...?

A politician selling us something??? Say it ain't so!!

GCSD has been selling us something stinky for a long time ;)

@5:29 yes she graduated from Olympia in 1986. People should know to ask for a receipt when paying for something especially if from a strange person. Irresponsible on both sides but more so by Umbrino.

To 9:40PM ~~ I place 80% of the responsibility for this at the feet of GCSD. The reason being that with such a big district, so many schools and so many fundraisers going on at any one time, the right hand (DO) often doesn't have a clue about what the left hand (individual schools, teams, groups) are doing. IMHO, there should be ONE PLACE, preferably the GCSD home web page, where an up to date listing is kept along with all pertinent details. Maybe GCSD should be providing some sort of ID for those who are legitimately involved in door-to-door-begging. Until the district makes some significant changes, I am not buying.
