Greece PD Reorganized


Recent changes made within the Greece Police Dept. since Patrick Phelan became Chief on April 1 include:

Organizing GPD into three areas of responsibility:

1. Office of Chief of Police. Chief Patrick D. Phelan
2. Office of Operations and Special Services. Deputy Chief Jason Helfer
3. Office of Investigations and Administration. Deputy Chief Richard Downs


The Criminal Investigative Division ~ Lt. Casey Voelkl

Sgt. Mark Sundquist promoted to Lt. May 24, 2014 and assigned to the Internal Affairs Division.

Off. Arthur Joubert promoted to Sgt. May 24, 2014 and assigned to the Road Patrol Division.

Daddy would have never let this happen. What the hell is left for PTrick. You gotta know this has Relic' s finger prints all over it. Two freaken deputy chiefs??? ALL POLITICAL APPOINTMENTS. And you thought Auggie was bad. I told you so. Relic is an absolute dictator in just six short months. standbye MORE TO COME!

To 7:09PM ~~ Two Deputy Chiefs plus 1 Capt. I recall Baxter told us we needed the THREE Capts. to keep the Rahn years from recurring, too.

Cost saving measure. Captains get over time deputy chief's don't. Baxter got over 10 grand a year in over time before Jan 1 now chief gets no overtime. When Baxter went to the fireman's banquet and school plays everyone said, "how nice" nice my foot at $100.00 per hour!

Cost saving measure my arse. GPD suck up officers posting on here yet again. Next cost saving measure will be the shutting down of the Holiday Inn investigation which has probably already happened. Boy Wonder Detective is a joke.

On a more serious note, the rank of Captain in most if not all civil service 'organized" police departments in NYS State and Monroe County do not belong in a union. They are considered by PERB to carry the designation of "Administrative Confidential" The same designation applies to Chief, Deputy Chief etc.As such they are not covered under a union agreement which calls for overtime pay. If the Greece Gold Badge Club allows them to be a part of the union, they don't have a traditional union but one that is known in Organized Labor classification as "Shop Unions" I doubt they would be stupid enough to allow that rank to be party to their union as it would severely compromise a grievance clause if the contract has one for obvious reasons.
These promotions have absolutely nothing to do with saving money for us taxpayers. It has everything to do with politics and positions for individuals for future monetary and post retirement opportunities and pension enhancement .

To 3:06PM ~~ I find the difference between Baxter & the current chief to be like night & day. Baxter had a three part command structure headed up by 3 Capts. He insisted this set-up would prevent future problems like Rahn created. That's ALL gone! Baxter had a promotional ceremony welcoming the community. These seem to be largely quietly "announced" ... even if at a Town Board meeting. Of course current Town Board meetings do not give us any hint of what business is up for consideration. When Baxter was here, we had some clue, at least at times.

I'm not feeling any safer this way. Are you?

Phelan and Reilich are not keen on neighborhood watch groups either. Watch for these groups to disappear quietly. Like that other neighborhood group NGN.

3:06 You think you know of what you speak. 9:46 was right and you are wrong. Captains are in the gold badge union. Baxter got OT via a cash out of his Comp time annually at OT rate. Please get your facts straight.

Helpful Hank who is the Union President is blabbing again. He thinks if he kisses up to Phelan he too will get a Deputy Chief Title. You should go do some math with your wife or go back to reporting.

7:50 If the Gold Badge Club includes Captains then they really are stupid as they actually have a union in name only. One that can only exist to negotiate wages and benefits nothing more.
I recall some years ago, the origin of the Gold Badge Club took place as the result of the membership of Greece Police PBA, voting to exclude the position of Chief out of the Union for the reasons outlined in my original post. At the time, the highest rank in the PD was Lieutenant .
Phelan's response to being kicked out was to form his own union by leaning on his command officers to petition PERB to form their own union, which they did so he could still be in a Union?of his own.
This led to the formation of the Patrolman's Association and the Gold Badge Club. I suggest you get your facts straight, my friend as I i was there while you were still in diapers .

No mention of the Cassidy case. Great job by GPD investigators. First there is blood on the note then Phelan says there isn't. And there was no abduction. Another great job by the ace of detectives.

SCATS a little off topic, and has nothing to do with this thread, but how bout some props to the GPD regarding yesterdays Amber Alert? I got the alert around 2 yesterday and about an hour later she was found. This is the kind of thing that leads us to believe this blog tends to only "report" the negitive side of the town, schools and police force?

To 1:02PM ~~ If it weren't for Me Chief sitting there and trying to stifle a smile while telling media that just because the word "abduction" was used didn't mean an abduction had happened, I'd probably have done that! A little bit of honesty (instead of arrogance) would go a very long ways.

I presume you are referring to the Dewey Corridor group who collect $8 to mail newsletters & provide snacks, right? Well did you realize that through the efforts of a very active Badge Bunny you will also get an "invite" to the party in the park with Greece cops & state police & dogs & helicopters? Of course, they get to use the park & lodge for free (TY Maggie) instead of forking out the extravagent $350 fee the peons pay.

I believe the President is some lady named Carol Messina. Apparently it is totally reorganized according to her, but still following same by laws. So how is that a total reorganization?????

To 1:36PM ~~ Most member groups have bylaws. Even PTA has them. Their purpose is to regulate how things work, provide a schedule for electing Board Members, etc.

If you belong to this group, ASK FOR A COPY OF THEIR BYLAWS. You are entitled to see them, but please be forewarned, you will likely find they did NOT follow their own rules previously. Ex: Having the SAME Prez. year-after-year.
