What Caused Baxter's Demise?


The majority of folks think Todd Baxter is being forced out as Greece's police chief, but few have said why they think that is the case.

I have my own list of reasons, but I want to hear yours.

Any chance that discussion about this possibility was behind the "exposed" long lunch Baxter and Phelan had at that Dominican restaurant in town?

They might have needed a good long discussion away from friendly ears to reach some common understanding...

Here are some guidelines for whether someone that is getting $$ for services needs to be on the payroll with a W-2 or can get just a 1099 and be paid as a "contractor". It's interesting the Joseph Loszynski is considered to be the Greece public safety director and is still getting 90k a year in retirement pay and does not seem to be on the payroll in Greece since 2009. Or 2010 or 2011 or 2012 or 2013. He was first investigating and then seemed like he slid into a position. Is he still there? Why is he not showing up on seethroughny as an employee of Greece? Is he paid monthly? How much is he paid? It seems that if this is his only job and he is here all week long he should be getting a paycheck and have his taxes withheld and the town should be contributing to his social security and workmen's comp etc.... Is he volunteering his services for the greater good?

And as far as Baxter leaving...there was the dog that was our canine officer that was put into early retirement because the human officer chosen by Todd was disgraced for dealing with a minor. The much publicized Copapalooza boxing bout with the Rochester officer as Todd's opponent that was injured in the match and was put on lighter duty and they are not doing Copapalooza anymore for the Badge of Honor fundraiser. There was the female activist that made a complaint about being attacked and Greece police went out of the county to arrest the accused and the accused was found to not have been here at the time of the alleged attack and was exonerated and emails back and forth from the accuser to Todd where Todd asks what he should do to put the accused behind bars.There is a lawsuit against the Greece police about that incident.
It is too bad because he made some promises about pursuing some answers for some cold cases. There was a search warrant at the fire station for ridge road fire department. We all assumed that was about the Holiday Inn fire. Now that he is gone will that be put to rest? Maybe some people want that to be put to rest. Maybe the new supervisor wants something to be put to rest and he is helping to put the fire investigation to rest by making Todd feel "unwelcome". And who drove NJ home? This xxx's for you. Maybe xxx knows a lot about skeletons.
It is too coincidental that we have a new regime here and Todd flees for a lower paying position. And he is fairly young. And he has a fairly newly purchased house and kids in college. At least he finished up his degree while he was here.

It's too bad. We all would have liked to see the cold cases solved. For a while he was very vocal and public and outspoken. Something happened about a year ago that seemed to quiet him. Maybe the decision for the replacement for JA was decided then. You know we don't bother about democracy around these parts. In Greece the GOP decides our leaders.

To 8:25AM ~~ TY for bringing up Loszynski. I had forgotten that he was quietly brought back by Auberger, but we were never told why.

As for Baxter & the cold cases, I highly suspect his leaving means those investigations are fini. The whole thing stinks of POLITICS!!!

8:25 AM Todd is not leaving and making less. He is making at least a quarter million dollars a year in his new job! Let me break it down. Baxter retires from the GPD after 26 years. He receives 100K per year NYS retirement tax free of NY tax. Plus 130K at the new job plus 22 years retirement from the military 25K. That's 255K per year. No one forced him out he went for the money. Reilich also changed the overtime policy on Jan 1 for all management including Todd. No more cash compensation only comp time paid out by time off up to 5 days per year. Todd lost 10K in overtime he made each year. It's all about the money, Todd stay at Greece for 139K or take a new job at 255K. you figure it out.

To 11:31PM ~~ For someone about to become that wealthy, he sure looks sad! I don't think for a NY minute that Baxter is that desperate for the moulah. I still believe he hoped to land a job in Lovely Warren's administration. He certainly was smiling at that notion! (back when he said "my heart is with the City.".

He looked like he was attending a funeral at the announcement that Phelan was taking over. Most people I've talked to agree, just as the poll shows ;)

Sorry SCATS, as is often the case, your reach exceeds your grasp. About 2/3s of the 90 or so people who frequent this echo chamber AND bothered to respond to your survey think Baxter is being pushed out... so what.

The analysis posted by 11:31 makes a lot of sense to me.

8:25 really has no clue. The canine human was not "picked" by Baxter he was picked by the testing and seniority per the police contract. Baxter had to pick the most senior person who passed the test period.
The female activist was arrested because NY State law make felony domestic crimes a MANDATORY arrests. Lots of people are found innocent by courts after a domestic arrest. You can thank OJ and our state law makers for that.
I wouldn't say anyone flees to a lower paying job when they still get 1/2 pay in retirement and medical benefits.
loszynski still being the public safety director is news to me so maybe you do know more then me on some topics if he really is the public safety director.

To 2:25PM ~~ As is often the case, YOU HAVE NO IDEA what you're talking about when you characterize "my reach" via this BLOG. There may be only about 90 or so who took the poll on here, but others responded via Facebook, some privately, some openly.

FYI, I am very proud to say that this BLOG got between 1500 to almost 3000 pageviews per day over the last 10 days. Also, between the various controversies, I've added another dozen friends to my Facebook followers in the last few weeks, too.

To 2:56PM ~~ Baxter told the community on many forums he chose the K-9 handler from the FEW (very few, he implied) who showed an interest in doing the job. I don't believe he had a lot of choice given the small "pool" of applicants. That should be of concern to everyone when the cop who is "most qualified" has a taste for younger men (under 21) he hooks up with at bars via online means.

As for the so called "activist", this person with KNOWN PSYCHIATRIC PROBLEMS complained that her downstate BOYFRIEND raped her. Baxter sent a couple of his boys to go retrieve the alleged and wrongly accused "perp" based upon her word alone. Why? Because he had gotten too friendly with this woman who is a self-professed badge bunny! Then he actually authors email to her asking her help in his attempt to try to ensure he puts the innocent boyfriend behind bars!! Check the Monroe County website and you will clearly see the case he has against GPD is ongoing. I predict he will win, and it will cost Greece taxpayers plenty ... even though Todd will be gone.

Regarding Loszynski, I posted a BLOG showing a Town Board agend (or maybe it was minutes) where he had been hired again by Auburger after we thought he was gone. To do what?? No one seemed to know! Is he still employed by Greece?? Great question!!

Loszynski is not employed by the Town any longer. He is not receiving pay. Reilich does not want a public safety director nor will he authorize any work with Loszynski. He told me that when asked in early January.

To 5:40PM ~~ I'd like to believe you but given your source, I just can't. Unless you submit an FOI request and obtain the 1099 forms, no one would EVER discover if he was working under contract. These types of things do NOT show on seethroughny.net. This lesson we learned in dealing with the Greece Central School District ;)

Re: Loszynski ~~ On 8/4/2011, I wrote a BLOG titled: "Town Board Brings Back K-9 Unit & Loszynski

I noted that the minutes of the July 2011 Town Board meeting showed Item #15 (Conlon/Morris): "Authorization to enter into an agreement with Joseph Loszynski to provide consultant and audit services. Further authorize the Supervisor to execute all related documents."

Sounds like a contract to me! ;)

We have a Director of Public Safety that is over the police department, officers, animal control, traffic lights etc.
According to the code we have a department of public safety and the town board appoints this "exempt" employee. He should be paid like other employees. He has oversight of the police department. So he must be over the police chief.
It would be very inconvenient for us to pay someone to do this job on contract since it looks like a full time job. Yet Loszynski is doing contract work for some other municipalities. He has his office here. He has a staff. This is a very well kept secret. I would not like to be a police chief that had to answer to a phantom.

The fact is under NYS town law the supervisor is the chief public safety officer. Over the police chief and fire chief and ambulance. If a Director of Public Safety is hired they assume that role from the supervisor. Reilich did not extend his contract, he is not getting paid and Reilich remains in that position per state law.

Scats I know that was tong and cheek. The supervisor is over the fire chiefs when an emergency situation occurs along with PD and EMS. budgets that is a different story. That is totally on the fire commissioners.

Baxter has a college degree, Bill Reilich doesn't. Baxter has a son in college, Bill Reilich's kid almost went to jail. Shall I continue?

The real reason for Todd leaving is another cover up of a GPD incident in November 2013. that's why ofc. Moore was on leave for 3 months.Bill or John, same old crap.

I tried to make an appointment to speak to Bill Reilich about some police matters and was refused. Nice way to treat a taxpayer. The Police Dept still is corrupt and has officers who believe they are above the law. What I would like to know is how can I find out about a certain police officers record as far as complaints filed against him.

To 7:41PM ~~ I suspect you can't ... they are going to say personnel issues are private. The cops have the power of the union behind them ... not to mention "the brotherhood."
