Dear Babs: GCSD's Whistleblower Policy Isn't Working

  
Dear Babs,

SCATS is receiving emails & comments from district employees who are complaining about unfair treatment, possible sexual and other harassment as well as other on the job offenses related to custodial positions at Athena. Names have been named, but I'm withholding them here to give you the chance to scrutinize the situation for yourself. Please don't rely on others to look into this for you. It's doubtful they can be trusted.

Among the accusations are these claims:
  1. Promotions seem to be given to any one who has family or ties to GSCD no matter how long you've been in the District. Examples: A lot of sub-custodians have been in the District for many years and have not seen either a raise, or a promotion and make just $7.95/hr. Also, a known past sub Custodian was hired full time and has Family who Works for GSCD. This person is a known "pot" smoker. How did he pass the drug test?
  2. Harassment by Athena HS Asst. 'B shift" Custodian was covered up by "A shift" School Custodian. Examples: The "B shift ' person (name withheld by SCATS) degrades fellow workers and even told one cleaner he wants to " BANG HIS WIFE". After this was reported, he still has his job. Is it because his dad is a GCSD employee? He even has called other employees "fags" and etc.
One line from an email seems to sum it up well: "Unfair practice seems to be the normal here and is not fair to others trying there best at the jobs and getting no wheres and if you are at Athena your getting mocked or harassed."

Please do what you can to look into these claims, Babs. I have no reason to doubt their authenticity.

Dear Superintendent, Maybe you should look at the other phases of hiring. There does seem to be inconsistencies in hiring practices, whether in teacher, administration, or other clerical positions (favoritism, cronyism, and nepotism). Could you please post the procedures and regulations of how jobs are filled? Thank you.

SCATS... I sure hope that your FIRST thought was to sit down and actually WRITE our new superintendent a (personal) letter BEFORE posting all these accusations on an internet blog! oops, guess I'm wrong!

To 6:52PM ~~ If people thought that sort of thing worked, people wouldn't be writing to me & sending in comments about these sorts of topics ... they would be writing to the Supt. themselves.

Every year, I receive complaints that show Whistleblower's HAS FAILED TO DO WHAT IT WAS SUPPOSED TO DO!

Every year, I get complaints related to employees at Athena. Must be SOMETHING happening that people feel safer writing to me than calling in "anonymously."

Covering up the problems doesn't fix them. Airing them out might ;)

And we should believe what everyone writes to you? What everyone reports to Whistleblowers? Sounds like sour grapes! Applicants for positions who were either not qualified or not a good fit. BTW,
why should a sub get a raise?

To 8:50PM ~~ Why wouldn't subs get raises over time? New contracts address such things.

I see no sour grapes within a district where there's been not a single case brought forward since Whistleblower's was put into place. If it were working, there would be SOMETHING after all of these years. There's been nothing at all, just the fairy tale you seem willing to believe ;)

I'd like to blow the whistle on the ELA district office staff as a whole. With the state test scores Greece has gotten over the past couple of years - how the heck is it possible that there is still no district curriculum for the middle school ELA department?

My theory? If they have no curriculum and the kids do poorly, you can always blame the teachers. If Diane Boni actually produced a curriculum (and materials to support it), she would be forced to accept some responsibility for the results.

It's more about CYA than results in Greece Central.

Why Shouldn't Subs Custodians get raises? A lot of them work 40 hours a week just like any other FO 2 OR more-full time custodian! The only way to get hired as Full time Is to first be hired as a sub, many subs are held out many years to get hired as full time or even part time Custodians. whats the difference? Perhaps then even FO 2 should not be given a raise from the sub pay of $7.95 to $10.43 and not be able to join the union. I know for a fact so does a lot of other custodian at any school even higher up Fo 4+ know this district is corrupt. Athena problems i know is not a lie, i have heard the same story by so many other people..its odd how so many people have the same story..hmm. So your boss wants to bang your wife! Let the truth be known . Let the district and union investigate all of this and have a chance to talk to All of Athena's custodians and be wise if The Head "A" custodian and "B " remain hush about this if they get a whiff of this by the morning. In fact every Custodian and sub's should have a private meeting with the Teamsters and the District!!

TO 8:50 Sour Grapes really? sounds like YOU know the truth. Yea i would feel safer posting complaints here than going over my head to to some one in the district that favors certain employee's. And explain how a sub is not qualified or not a good fit? YOUR CUSTODIANS you clean bathrooms and clean up after kids.
oh so you might change a light switch or light ballast..does that make you a qualified electrician?
To 6:52 accusations? how do you know? Are you covering something up too?

The common core standards from NYS ARE the curriculum for all the schools in our state in the area of ELA. Exactly what are YOU looking for that doesn't exist?

In regard to the ELA test scores, where are they? In years past families had them (by mail) looping before September.

Wow. The sentence structure says it all. This thread is one of your worst ever! How do you decide who cleans toilets better? Don't like your $7.95 hr job? Go to Wendy's, you might get $8 hr! Welcome to the real world. My dad always said "its who you know". Its everywhere, not just in the schools. Be real!

To 6:23AM ~~ My understanding is that the test scores were so horrendous they were withheld. I'd call your kid's school and DEMAND THE SCORES. You have the right to know.

To 7:10AM ~~ In a functional system/environment, it should NOT be "who you know" but how well you do your job. Is your dad Uncle Auggie??

I dont think you see the picture here, your just dividing the two subjects here. Not concerned over the sub pay but just a observation. But the Things At Athena seem to have gone way to far and action need to be done! And i think your pointing fingers here..where did it ever state..ie "if i dont like my $7.95 pay go to wendys". I sure do make more than that but the bottom line is why cant a sub make more than that? Look at Sub security look how much they make compared to sub custodians. You think a sub Security guard is being called a fag or being told some one want to bang his wife.

Looks like the custodial foreman, Director of Facilities and HR Dept. are not doing thier jobs. How else could this be happening in the district. I'm sure its not isolated to Athena only.

To 3:41 PM Athena's is the only school that i know of that has most problems, not sure of any other.
But yea a "b" shift custodian at Apollo is dating the - what i guess you can say the custodian foreman/ director of facility. He was hired to take over for his brother who was promoted to a job at Olympia. But there are far more people turned down for the job at Apollo who have a lot more years in and The "pot" Smoker was Hired Full time this summer a nephew of the custodian foreman/ director of facility who also works at Apollo.
favoritism? Yea sound right to me!

TO 7:29 do you work for the district? I say yes cause your just trying to cover up bad track marks than the floor scuff marks! In no way will this go away till we hear or see action. It could be that it might sound one sided but take a poll and see how many GSCD employees know about this site? Its not one sided! If people were able to feel safe to speak then forward it would make The town of Greece look ugly again!

As an employee of the GCSD, I see examples of the comments here every day. Mention of custodians and security at Athena only scratch the surface. The problems are far more prevalent and wide spread. Including all positions at all schools that are not teaching or admin related. Please rest assured that we are advising all employees to document, record, never meet w/o representation, and speak their cases to the public. The taxpayers are our only ally in driving the changes necessary to move GCSD forward. Following arbitration and problem solving processes to adress these issues has proven fruitless, therefore we are pursuing other alternatives to force HR into resolution of violations of education and civil service law. Fair and equitable treatment of employees is not the mantra of the leaders in this District. Sexual harassment, nepotism, violation of seniority aspects, and adulterism speak volumes about the leadership we endure. I am an employee who relies on my job, therefore anonymity is imperative. I will, when the time is right, and I have support, identify myself and move forward with appropriate action.

Whistle blowers seem to trust scats more than the number they have to call in administration to complain about the friends of administration. Are we surprised.
What would scats do if someone wrote in about a real abuse case?

Good example is the superintendents assistant is married to the lead custodian at Apollo. Don't you think there is a lot of information that is shared both ways in that relationship. One of those people should be moved. He use his wife's position to threaten his staff. He thinks he's a big deal.

1:25AM's comments are being edited to remove the names (for now). Here they are minus that:

Tax payers have the right to here what kind of leadership they have in there kids schools. Action speaks more than words. If Action was done please explain? When you have a person in charge of the whole B shift at Athena telling the (Xxxx) he want to bang his wife, what kind of leader of a pack is that? And (Yyyy) to the A shift leader just covering up not only sexual comments about a employees wife but the B shift leader treats all his employees with disrespect. I would of thought to trust The one fully in-charge of building facility A shift custodian in any unpleasant work environment to do something! But to cover up...now were talking about sour grapes! When The B shift leader told his employee he want to bang his wife ..he did in fact come forward to the A shift custodian and again nothing every happened! Perhaps the media needs to here this, perhaps have this corrupt set of A and B custodian leader over the internet,BUT i dont want to see things get ugly so i will give you time!

corrections need to be made, Its the B shift Head custodian not the assistant who has been verbally disrespectful and the one who said sexual advances to one one of his employees. NOT the Assistant. :)

As I stated in 7:50 post. We have a long row to hoe. No one in leadership positions in the District have the ability or motivation to do what is RIGHT. They are being dictated to by admin personnel who only care about 6 figure salaries and protecting their retirements. Union employees who make $15 to $40K annually are made out to be the problem in the media and by elected politicians. The truth is we are not the problem. It is District admins and supervisors who flaunt legislation that is long standing in Federal, State, and Local Law. Waste drives big budgets that enhance top level salaries while low level employees endure attacks that diminish their wages, benefits, and retirements while those same "top level" admins enjoy enhanced packages. When the public hears the truth they disbelieve, thats the same that occurred in business unconnected with public service 20 yrs ago. When one in leadership puts their own self worth and position ahead of the minority who truly provide education, the failure is complete. Look at Xerox, Ibm, and many other private sector businesses who operated the way GCSD has chosen!

I have said what i wanted to say on this blog. I love what i do and love my job. I just need to worry about my professionalism and put the my job first, With this said i am going to let the district handle these issues at Athena and hope for justice. To the public rest assure Greece central puts it students first and in no way are the problems at Athena affect any of it students.
After all the years i have put into the district i couldn't bare to hear how fellow district work-mates were being treated that is when i posted all of this on SCATS.
