Maybe they planned to used the 31st to set goals that could be measured and accomplished on a set timeline. Like improved graduation rates, reduced drop outs, etc.

Scats, you may have explained why goals like that aren't ever set.

Personally, I think it was so Babs didn't have to start work until after the long weekend ... ;) They figured none of us would notice!
