Did The Greece BOE "Expect" To Settle The GTA Contract?

  
This issue is pertinent because we are on a contingency budget.

If the BOE "expected" to settle this contract, then how much was budgeted and when were we told this was contained in our "bare bones" contingency plan?

If it was not "expected," then where will the money come from to pay out the raises?

One may not enter into a labor contract that increases a budget beyond what has been board approved without approving a new budget.

One may not state a new budget that is higher than the maximum amount allowed under contingency rules, when a contingent budget has been declared.

If column A happens to be money being spent on the kids, well to bad, raise money is more important.
