Greece School Board Spent $8000 On Lawyers To Quiet Joe Moscato In Walts Investigation

  
While talking about ways to save money, I would like to share one last document in my file that had a bearing on my decision to leave the board one month early. This is a perfect illustration of the waste of tax dollars on lawyer’s fees by the board in order to stop me from trying to recover tax dollars “stolen” from Greece taxpayers.

Eight of my fellow board members under the leadership of Roger Boily would not allow a public vote on my resolution to begin an investigation into the conduct of Steve Walts, past and present employees and former board members responsible for the corruption attached to the 2000 CIP as identified by the State Comptroller’s audit.

The document I am attaching is a copy of the March 2008 legal bill from Harter, Secrest & Emery, attorneys for the district at that time. I was shocked and angered to see that the bill revealed the extent to which Boily and Achramovitch would go to keep me from putting a motion regarding Walts’ health care on the agenda. They were willing and did spend almost $8,000 during that billing period to find a way to stop my right to place an item on the agenda. I have underlined the relevant billings. Redacted white outs reference my motions.

At the time, I wondered why they would go to such extremes to prevent my bringing this motion to a vote, however, since then I have investigated and been able to connect the dots. Believe me, the results have exposed a huge conspiracy by others to prevent the disclosure of associated circumstances surrounding Steve Walts as well as other high ranking public officials, former school board officers and district employees past and present.

To 4:54PM ~~ I'm not sure I understand your question. Joe has done the legwork himself up to this point, including paying GCSD 25 cents/page under FOIL to obtain copies of documents the BOE already has FREE access to ... if they could elicit internal cooperation.

It's too bad Moscato lost his election. Maybe if the rest of the Democratic slate didn't cut him off and treat him so poorly he would have had a better showing.

I know there is such a thing as A.A., N.A., but is there something to treat Obsessive Loser Control Disease? I suppose that would be called OLCD. And it is certifiable how far some will go, and how, like a horrible, horrible affliction, they just can't seem to get the point that they suck, and that nobody likes them.

Such a sad tale, but a true one.

Thank you. In reading par 4 of the memo he says he connected the dots and got "results". What were the results of his research or investigation? Will he ever tell us? Paying lawyers to keep something off an agenda is ridiculous and the board members should be taken to task publicly for wasting money. But what was their motivation? What were they trying to hide by keeping that item off agenda? Why can't he tell us the facts?

To 11:54PM ~~ Joe has addressed the generalities and at least some specifics of what he uncovered during various forums where he has spoken, including BOE meetings. It's not exactly a short story. He has given facts. He has at least one large binder on the issues related to Walts, his healthcare "gift", the electronic gadgets that were removed from GCSD ... later different ones were returned based on serial numbers obtained through FOIL requests ...
As I said, it's quite a winding saga. Much of it has been written about and posted in the archives on this BLOG. Feel free to search through.

Do not forget that Joe was part of the conspiracy against employees due to his being a sheep lead by administration at the time. A review of voting records show 9-0 votes against rank-and-file employees (and I seem to remember an 8-0-1 vote, where Charlie was the abstainer).

Me thinks thou doest protest too much of the conspiracy of others, my good man.

To scats at 12:18 Again thanks but I did know all that. I misinterpreted that since this was brought up again that there was more uncovered. Those other issues are criminal imho but it appears the "law 'round these parts" ain't interested in pursuing. If that's all we have Walts and Co got away with it.

To 11:24AM ~~ I didn't intend to make anyone think that my remarks equal the sum total of what Joe has discovered. I'm certainly not privvy to the details or the full story. Walts only "got away with it" so long as people like you allow him to do so. I'm still very hopeful he will get his day in court.

No member of the board can get that information without five votes on the board. This stifles any sitting board member from truly investigating anything (especially with this board).

I have been following Joe's attempts to end Walts free ride on health care for a long time. I have seen in black and white that Walts, indeed, did remove property from the district without permission. I don't know about you, but when I grew up this was theft. Joe presented his proof to several police agencies including first, the Greece Police who conducted one of their famous "investigations" and found no cause for action. The fix was in, let's not rock the boat because too many things would be unearthed that would not bode well for the powers that be. Ergo, no criminal charges.

It seems to me if you are presented with absolute proof (in the form of serial numbers of missing computers, cell phones, etc. taken by Walts and two cohorts, that were never returned (some items returned with different serial numbers). That's proof enough that he violated his contract and his health care should be rescinded.

As we all know, the board at the time Joe was still there and since have gone to great expense to avoid this issue. Why?

It's all a cover up. Why did they allow Walts to extend his stay here by a couple of weeks, so that he would receive an extra $60,000 in benefits to which he was not entitled? It's all quid pro quo. All those involved at the time, did favors for the others that were repaid at taxpayers expense and this still goes on and on and on. Its $25,000 a year that we're paying unnecessarily.

So typical! All us sheeple keep taking it and taking it. It's all very simple, you are getting screwed.

What would you suggest I do so he will be brought to justice? If the police saw no evidence, there will be no prosecution. The board will not stop his health care benefits. He seems to have fallen off the radar since his cohort Kisha was let go. Since that time there has been nothing from VA. He is unscathed.

To 1:59PM ~~ It sounds to me as if you think he was actually investigated by Greece police. I do not believe that was the case at all. The evidence Moscato has was bounced like a rubber ball all over Monroe County. No one wanted to dive in, so I don't believe anyone has to date. Politics as usual.

What I suggest that people do is to let the BOE know your displeasure with them in a public forum. You could speak at a meeting, write an editorial, etc. If more people did this, the outcome would likely be much different. But I know, this is how the sheeple of Greece are ... bahhh!!

The 100% of health care costs we are paying Walts isn't that much more in dollars we are going to pay this guy if he stays beyong July 1st.
You people forget this is public education. Money is no object. What we need to do as one poster put it is ask for more 'stimulas money' it's FREE.

You're right, money is no object. Look at what this board has spent to keep Walts' health care off their agenda. So far, they have probably spent more on that than it would cost to just stop paying the health care and let the chips fall where they may.

I doubt very much that Walts would want to bring up all his misdeeds (and they are numerous) in a legal suit to keep his health care. He would have much, much more to lose in a trial where subpoena powers would be put to use. The board knows this and I would not be surprised if this was not the reason the Chamber/Rotary spent so much money to get Boily and his lackeys on the board. I never could figure that out, but this is probably the best, most logical answer to that question.

It's something like the reasoning of Auberger to spend $500,00 + on an investigation into the police department in order to save $70,000 on a hearing in the Rahn matter.

Kisha left GCSD abruptly, shortly after Walts arrived. Kisha left Pittsford CSD abruptly to take the job in PWCS. Kisha left PWCS abruptly to retire.

There is no conspiracy with Kisha. It is what he does. Move on, theorists.

Joe Moscato's history of voting in alignment with administration-lead ignorance, along with the rest of the Clown Posse is well documented.

One (of MANY) examples is the fact that Charlie Hubbard was the ONLY abstaining vote when it came to terminating Jakobovic.

I believe Hubbard was also the only one to vote against the hugh salary increases for Armstrong and Knaack.
I am also aware that this was done at a hurry up called meeting at the direction of then superintendant Keough.

To Keith ahem 7:56 Who "retires" abruptly? He is a real estate agent. This is just the market to take that path from a guaranteed 200k a year job. ( real estate is even worse down south than here) He was booted for some indiscretion. And what could be that bad that you and Steve would cringe ?

You obviously never attended a board meeting or your wouldn't be posting such uninformed comments about my voting record.

Regarding John Jakobovic's termination, I have a chapter in my two books of documents I compiled after I left the board about that issue. It contains 12 pieces of information regarding John's firing and include my personal conversations with John and his attorney. These documents along with the entire package was turned over to the Attorney General.

For the record, let me set you straight. John was fired at 3:00 p.m. on February 15, 2008 without the board's knowledge. It wasn't until early March that the board was told in executive session about the circumstances of his termination. Yes, I did vote to terminate based on the information I was given in executive session prior to the meeting. As I now know it was a complete and utter fabrication and a lie by Sanderson and Achramovitch.

By the way, the vote was 8 to 0 as Charlie Hubbard was absent and was still in Florida.

Please be informed before you make a fool out of yourself again.

Once again, my experience has shown that I have learned more truth and fact about the school district as a private citizen than I ever did while on the board.

As adults, we should display "higher order thinking ability". NOBODY on the BoE at the time of Joe's "serving" should have taken the administration at their word.

They were fresh out of the EEOC fiasco, for crying out loud! After the Luthar "incident" was behind you, you even said that it was time to stand on our own two feet and know that you had our backs. Some tried and (like me) were slapped hard by our supervisors.

Only NOW you are questioning the district's Jakobovic dealings? OMG! What's so special about Luthar and Jakobovic? How about others who were wrongfully accused during the Walts/Keller-Cogan/what's-her-name-after-Cogan years?

You voted to act on things for which you lacked proper information. You then failed to hold-accountable those who were supposed to provide you with that information. That is called malpractice in some circles.

Harsh? Sometimes the truth is.

And Joe...I was at the BoE meetings and often spoke with you in passing. Don't insult me. Quitter.

Don't forget, unless the question asked is worded precisely, the response is unlikely to be what the person was trying to get an answer to.

Joe is not a "quitter" no matter how you try to twist that. Anyone who has paid attention understands that his leaving the BOE a FEW WEEKS EARLY was for justifiable reasons. People who spin things the way you are doing now are precisely why few will step up to the plate to try to make the needed changes. I find it interesting that you are willing to try to pin so much onto one person who VOLUNTEERED to try to bring change, but you are pretty darned quiet about the highly paid people who are at THE ROOT OF THE PROBLEMS. When will YOU hold their feet to the fire since YOU seem to know so much??

What does it take to convince some people? Moscato left the board a few weeks before the end of his term because, as you can see by this thread, the board spent $8,000just to stop him from putting a motion on regarding Walts health care. This was just a motion, which needed a second (which he never got) just to discuss the issue.

Can you understand the frustration felt by him that they all were so afraid to bring up this topic, just for discussion purposes, that they went to such extremes (and still are, by the way).

Board members like Joe and Charlie Hubbard who were not afraid to speak their mind are a thing of the past. We have much more civility now and NOTHING is accomplished, especially in the are of education DUH.

What can one man do on his own on that board? They are all afraid to speak their mind in public and prefer the wishy, washy, sit on the fence, go along to get along policy that is in effect right now.

If batting your head against a stone wall is being a quitter, then so be it.

Joe, unlike all the other board members, does not "go along to get along." This seems to be the motto of everyone on the board at the present time. They are sooo nice that it's sickening.

I wish just one of them had the guts to speak up, holler, yell, scream, whatever it takes to wake up these complete and total idiots who sit on the board and do nada, nothing, nil, etc. to improve the education of our children. They meet and talk for hours about the most insignificant babble, it's beyond belief.

They need nine Joes on the board in order to accomplish anything and I guarantee you, nothing will be accomplished by this board of sweet tempered goo goo babies who are afraid of their own shadow.

To 10:33PM ~~ Actually, you are wrong. Joe didn't quit at all. Instead, he took a different path to be able to pursue the case against Walts. He didn't stop. If anything, he ramped up his efforts. And that's what bugs you most, isn't it?
