Caterino Operates on WGCE Ch. 6 - An Alternative

Dear Free speech and open government supporters:

The first thing the towns and TW did to our free speech forum was to eliminate free speech. The free speech network, DW TV, NASA TV and Research Channel are services we provided on channels 12, 1 and 15, all went off the air . All you see now is a blank screen.

With TW, the formats permitted are restrictive, most formats are only used by professionals and the drop-off location is miles from here. There's no studio or equipment and no staffing. The whole process has been carried out without any public discussion or debate and in violation of the Open Meeting Laws. The change was meant to discourage, not encounage, use of public access. It keeps the public out of public acess. Fortunately, there is an alternative.


WGCE an LPTV station running on channel 6 (analog) over the air serves Greece, Rochester and Westside towns. LPTV stands for Low Power TV. LPTV stations were not required to switch to digital -- though we may be switching in the future. It will be running real community programming, not GOP TV. It is independently licensed. Neither Time Warner nor the towns can take us off the air. In fact, we can lobby Time Warner to run local LPTV stations on their system.

We can run all types of local programming. We are looking to create a true community alternative that reflects the voices in our community and addresses the issues you won’t hear on TW and Action McNews or local ”news”papers. So if you have an idea contact us.

Community TV is independent of the towns and Time Warmer. We will need your support to help to make it a success and to develop and sustain services. While we are on the air, we need more programming to be able to run at full capacity.

If you have Time Warner, tell them they are a turn-off and consider giving some of that franchise fee money to help develop independent TV instead. Even if you have already voiced your choice on TW, WGCE will provide a strong local alternative.

I'm so glad I don't have to watch Democrat political campaign free advertising TV anymore. They took the prime 7-9 pm times slots to run their political theatre to help their campaigns while they're running for office. IMHO, I don't think that was the intent of public access TV.

It would really be helpful if you could find a way to let us know your programming schedule in advance. It's really frustrating not knowing ahead when something will be aired. Thanks for all you do!

That was exactly the intent of public access. It gives access for the public who are shut out of local government and the regular media to get their message, whatever it is and like it or not, out to the public.

Now that local government has effectively shut them out, they (the government, i.e. Town Board, School Board, etc.) can hide what they do and the public will never know unless they attend each and every meeting in person, something that most of us are unable to do.

The word "public" means just that. Channel 12 and 15 were available to the "public" to put out any message they chose, whether popular or not. Now it's gone and that is very, very sad, indeed. We are moving backward.

Please be patient with the questions.
Does this mean we can use an old tv that hasn't been switched or connected to cable to watch this?
Will people on cable or satellite be able to get this station? Now we can get local stations.
Is your location still at the old address? Ridgeway.
Can we make shows right there or do we have to make them on our own and send you the tape?
Maybe we could visit or you could have an open house.
Good luck with this. Sounds exciting and almost underground.

This is a sad day for those who appreciate free speech and alternative television. Auberger has made it that citizens have 3 minutes every month to tell him what they think about issues in the town. Next thing is to eliminate the public forum at town board meetings and then Auberger never has to hear from disgruntled citizens. This is what Fascism looks like.

Show me where it says that Democrat candidates using public access tv in prime slots (bumping community programs and footage) for free political advertising with the direct assistance of the cable access station manager was the intent of public access. I'd love to see it.

What Brian was simply doing was providing free political advertising to candidates he specifically supported.

I'm glad residents weren't paying for free political advertising for a political party. Sorry if you're not.

To 5:10PM ~~ Your contentions go overboard in attempting to prove your point. You make it sound as though Caterino provided exclusive services to only a handful of people. If that's the case, it's because the other people didn't ask to go on the air.

Regarding elimination of public forums at town board meetings, I'd like to say that the sham that exists now doesn't meet the definition of a forum. There is NO DISCUSSION, none at all! Anyone who goes there is talking to the same brick wall as they do going to a BOE meeting's Resident's Forum. The only time someone speaks up is to defend the district. And let's not forget that not so long ago, GCSD attempted to remove the forum from their meetings, so it wouldn't be shown on TV, too. Thank God Edu-Cable existed so those folks could have their own forum and have it see the light of day. And by the way, the PASSN group arose from that fiasco created by GCSD and went on to win a some lawsuits related to Special Education services that were illegally cut! Edu-cable services were quite valuable as I recall.

Just to respond to a couple of questions

1) Re 9:48 am
In June of this year I sent an email to Bill Reilich informing him of programming opportunities and asking him to invite all republican candidates in the area to come on the channel.
I posted and ran everyday an item on our bulletin board inviting all candidates to participate. I ran several times invitations on cable 12. They didn't take advantage of the opportunity.
what do I have to do hold the hands of republicans??

In the orwellina logic of our poster the local leaders get to decide who is legitimate and get to have veto power over who gets to speak in the public forum

2) Re 11:29 yes you can use an old tv to get Channel 6.
RE programs We are still in the process of working things out but you could submit a show to run on community tv.
Keep in mind that a community broadcast channel might have some differences from public access.
There is no source of funding so we will have to ask for your support
We would have studio time available but there would have to be small charge. Less than most places. We would do our best to be flexible but we have to pay bills

To the best of my understanding Public access is an unrestricted public forum. It is the equivalent of the speaker's soapbox,

The only restriction is that everyone can have time.
As I said in the earlier post I have invited all candidates to speak.

What does this critic propose should I ban the democrats. Isn't that a violation of access rules?

This is an out right lie. This never happened. I would like to see a copy of that email. Does not exist. This claim was made last year as well.

Some people are so dogmatic and fixed in their ideas that no proof can convince them. They leave the terrain of reasonable discourse to the land of Glenn Beck, the birthers, death panels, John Auberger's fantasy projections of an omnipotent unions leader taking down GM, and other irrational fanatics.

You should never let fanatics get the upper hand. John A and his cronies who send these emails are starting to look like a bunch of fanatics who will convince themselves of anything.
