Why doesn't Meritt just blow the whistle on AUberger. That would put an end to everything including the reign of Prince Johnny the Absent.

step two: Loszie writes report and gives it to Augie
step three: Augie removes the bad pages about himself and releases everything else to the media.
step four: Grateful citizens thank Augie for getting to the bottom of police scandals

Why would Boily rob a bank when he has been getting away with robbing Greece taxpayers for years. When he finished optimizing the "take" from the assessor deal he moved on to the school board. He has found that position so lucrative that he will stay on for another 3 years to complete the process of paying for the same work 4 different times, covering up for the republican cronies who get the contracts (slush money anyone?) and guaranteeing that his 5 (or sometimes it is 6) grandchildren get a "private school" education while the rest of us get whatever is left over.
If it walks like a crook, talks like a crook and acts like a crook, I bet it is a crook!

Rahn isn't allowed to have a whistle according to his contract. If he has a whistle he chews on it and that increases taxpayer expense for his dental care.

Nah, it's definitely not Boily. If Boily wanted to rob a bank, he would get one of his cronies to do it. He always gets others to do his dirty work. That's his credo, never leave your fingerprints on anything.
