I would like to confirm the content of a recent posting on this site. I was the board member who made contact with an Assistant District Attorney.

I called her to tell her I had some additional evidence for her Business Crimes Unit to consider. She rudely informed me that if I wanted to do this, I could “drop it off” at the desk. She also informed me that she intends to do nothing regarding an investigation until requested to do so by the Comptroller or she receives a signed complaint by the district or other parties of interests. No such action by either has taken place yet.

She said the district has provided her with a copy of the audit for review purposes only. If you feel, as I do, that we have been misled by our Superintendent and Board President, I suggest you tell them so.

If you would like to confirm this fact, I suggest you contact Ms. Jennifer Whitman, Chief Economic Crime/County Court Bureau, 47 S. Fitzhugh Street, Rochester, NY 14614 or call her at 753-4683. Let her know how you feel.

On a related note, there exists considerable resistance to an investigation by some members of the board who simply want to bury the audit findings without holding those responsible accountable. Chief among them, I’m sorry to say, is Frank Oberg who up until two months ago was eagerly awaiting the audit results that HMO had pressed for in the area of the CIP. Since the audit was first revealed, Frank has done an out-of-character change in his approach to the audit findings and conclusions. Ever since the final draft was released, he has attacked it as being politically motivated by a corrupt Democratic controlled Office of the State Comptroller.

He calls its findings flawed and containing no evidence of wrongdoing by past and present employees. He calls any investigation into the allegations in the audit, in his words “a vendetta” and a “witch hunt” by members of this community. As a close associate of Mr. Oberg I find his present position to be in sharp contract to his position dating back to the 2005 election and his promise to recover former Superintendent Walts’ health care give away.

The results of this audit and a follow up criminal action investigation are the doorway to that goal. So the question in my mind is why has Frank done a complete 180 and in so doing, turned his back on the community and those who supported his election to the board.

I think Frank has some explaining to do. So why not ask him. As for myself, I intend to push the board into taking the proper action during my remaining two months on the board. This is an effort that I intend to pursue, if necessary, as a citizen taxpayer when I leave the board in June. 4/29/2008 10:55 AM

I just talked to a board member who told me that the DA's office is not planning an investigation into the audit results.The reason given is that neither the school district nor the Comptroller's Office have asked for one or filed a complaint.The district has only asked for a review. The behavior of the school board at last night's meeting was deplorable. While residents spoke, several board members mocked the speakers, told jokes to each other, and behaved worse than 5th graders. They aren't as smart either. It appears that blood alcohol level testing might be in order before certain board members are seated at the table. Perhaps that would create a more professional atmosphere for guest speakers.
And Boily professes to be unaware of how his girlie-group plus "know-nothing" is behaving since he was unable to observe them from his position at the table. Quite frankly, Boily is unaware of ANYTHING that would improve our school district. Hard to believe that Boily is a worse President than Phelan was but that is becoming evident.
Now the Republicans are frantically circling the wagons to prevent the audit report from resulting in civil or criminal charges. And they certainly don't want to take away Stevie-one's lifetime benefits. Of course that would also expose that Stevie-two has the same benefits package.
Now the Republican brain-trust will continue it's death-spiral for our school district by endorsing a prior loser whose nose is about 12 inches long and a once-capable person who has become a disgrace to himself and all that knew him when he stood for something... 4/25/2008 8:49 AM

This year, more than ever before, taxpayers should think long and hard before electing anyone associated with Boily to the board. He knows nothing about what is going on so it follows that anyone he endorses probably knows less. This has been true in the past.

Last night's forum meeting proved this loudly and clearly. The present board majority and administration care very little about what the public thinks. They were totally unprepared to answer questions and one infamous board member was totally under the influence and was heard talking like a drunken sailor dropping the f-bomb all over the place. This is the person we have heading up our Finance Committee. Does that make you feel like our district is in good hands?

It is true, Mr. Oberg, if you want to be reelected, I would immediately remove myself from the company of these idiots who are doing more to disgrace this district than HMO, Phelan-Walts or even Russell could have dreamed of.

After last night, I can now see why Muscato and Hubbard are not seeking reelection, after seeing for myself what they had to deal with. Someone on this blog had the nerve to call them "vile and rude". They are mild by comparison to last night's display... 4/25/2008 9:32 AM

Once again, I think Carolyn owes this community an apology. I doubt that will happen as she has never apologized for her outrageous email fiasco.

I cannot understand why these people are in such total denial of the wrongdoing of their precious Stevie I, especially since it is all before them in black and white in the audit. They cannot admit that they have been wrong all along and that CARE has been right. Just the dreaded word "CARE" drives them to drink (literally).

I think it shows a definite lack of intelligence when you have proof before you and still remain so mean-spirited and hateful of those who have told you all along that you are wrong. Admit it and move on. That would be the "civil" thing to do for the board who claim they have "civility." It's all outward appearances with no substance underneath. Sad! 4/25/2008 1:43 PM

I hate to burst the bubble about Frank Oberg's apparent change of direction, but here is the pin.
It's time to feel sorry for poor Julia VanOrman. Roger Almighty promised her the board presidency next year. It's not going to happen and she has been told so.
A meeting was held Tuesday night after the board meeting between Boily, Hauer and VanOrman. The sugject - the Board presidency for next year. Both Boily and Hauer told Julia she would not get the nod. Julia reminded Roger of his promise, at which time he told her the situation had changed and they were going to support someone else. Drum Roll Please -- That someone else is none other than Frank Oberg. Surprise, Surprise. Not to this writer I suspected it all along.
Julia has served her purpose and was no longer a player. So, only as Roger can, he simply dragged her out to the curb with the rest of his left-overs.
Frank will now become the pull-toy for Boily and Achromovitch until he outlives his usefulness. The presidency is Frank's reward for destroying his HMO partners and the CARE group that got him elected.
Bill Russell could take lessons from Oberg in the fine art of absorbing the Kool-Aid, not only did Frank drink from the cup, he swallowed it also.
You can take this to the bank - it's a done deal.

Prepping Questions For the Audit Forum ...

Suggestions By George Hubbard:

Audit focuses on the CONTROL ENVIRONMENT... for BOE to protect against waste and abuse (no mention of fraud). The audit examined the CONTROL ENVIRONMENT as it pertained to practices for doing business in four topical areas:
3. COMPENSATION (special situations).

My thinking organizes audit findings into two types:
Type A - Historical: Practices and procedures (or lack thereof) that led to wrongdoing e.g. CIP over budget, lack of BOE approval on post employment benefits, unclaimed Medicaid reimbursements, etc).
Type B – Forward Looking: Practices and procedures that make BOE vulnerable to future wrongdoings.

Posting questions on SCATS... prior to the forum... might give synergy... and minimize duplication... of individual efforts. Seeing questions in advance... may also help BOE prepare.

Eligibility for Participation in Interscholastic Athletics
The Greece Central School District strives to offer its students a comprehensive program that enables each to develop into successful, well-rounded individuals. In doing so, it is recognized that the fundamental purpose of any educational program is to focus on maximizing academic achievement. The District also recognizes that Interscholastic Athletics for students provide additional opportunities for growth and success; and, therefore, is a desirable component of the District's overall program. The interscholastic athletic experience should enrich, not detract from or compromise a student athlete's academic achievement. It is the expectation of the Board of Education that parents, administrators, coaches, teachers, and students must share in the responsibility to ensure that each student athlete involved in Interscholastic Athletics work to his/her academic potential.

To ensure that all student athletes work toward achieving their academic potential, the District has established the following eligibility criteria for interscholastic athletic participation:

a) Satisfactory academic achievement as demonstrated by the student athlete working to his/her academic potential;
b) Acceptable attendance and behavior;
c) Written parent or guardian consent;

d) Yearly physical examination by the school or family physician;e) Endorsement by the school principal based upon established rules and regulations and league, Section V and New York State Public High School Athletic Association and State Education Department Regulations.

Absolutely right on investigating the school physician. Our school physician quit a few years ago in a dispute over her time in the pension program. When she wanted to come back our then interim Superintendent refused, but at the insistence of a couple of our female board members, she was rehired.

She is the school physician for several districts and has a benefit package including health care and retirement from both Greece Central and Rush Henrietta while at the same time, she and her husband have a private practice.

If this is not double dipping I don't know what is. This is the same as the crooked lawyers scamming the state. 4/11/2008 10:56 AM

1. GCSD website, and April 1st BOE meeting video rebroadcast... shows the SUPERINTENDENT’S BUDGET BOOK 2008-09... as presented to BOE for budget approval... did not include documentation for highly paid administrators for next year.

2. A statement of “ADMINISTRATIVE COMPENSATION INFORMATION 2008-09”... is required by law to be appended to the budget... when copies are made available to the public in May.

Q#2: Did BOE approve the 2008-09 budget... without having a document of record for highly paid administrators?

Q#3: If BOE did not have documented information, why not? Shouldn’t the public expect BOE members, as elected representatives, to know?

Robach's Loyalty To Local Schools Questioned

It's all about the money. I got a mailer about Robach, and how he voted for big tax increases for the schools in Long Island, who won't be losing their sports programs.

"Joe, fully aware and strangely silent about Maggie Brooks unFAIR plan, voted to give money to Long Island schools. Apparently, it involved Senate Bill B4655 dated March 13, 2008 - Fiscal Stabilization Grants (Shoreham Wading River Central School District +$1.2 million)

So, education is important. A portion of a budget bill was diverted to Long Island schools specifically. Robach sends out his own mailer blaming the governor. There is lots of back and forth between a Senate Budget which was less than the Governor’s ask. Now like magic, they all agree.

The question is, what has Joe really done for his district in terms of school funding?

"Moreso - why - when Maggie Brooks was the ONLY County Executive in NYS to intercept and cause such collateral damage to schools here, did Robach NOT VOTE to bring some "Fiscal Stablization Grants" home?

Food For Thought & Comic Relief (From one of those email that makes the round)

SCHOOL -- 1957 vs. 2007
Scenario: Jack goes quail hunting before school, pulls into school parking lot with shotgun in gun rack.
1957 - Vice Principal comes over, looks at Jack's shotgun, goes to his car and gets his shotgun to show Jack.
2007 - School goes into lock down, FBI called, Jack hauled off to jail and never sees his truck or gun again. Counselors called in for traumatized students and teachers.

Scenario: Johnny and Mark get into a fistfight after school.
1957 - Crowd gathers. Mark wins. Johnny and Mark shake hands and end up buddies.
2007 - Police called, SWAT team arrives, arrests Johnny and Mark. Charge them with assault, both expelled even though Johnny started it.

Scenario: Jeffrey won't be still in class, disrupts other students.
1957 - Jeffrey sent to office and given a good paddling by the Principal. Returns to class, sits still and does not disrupt class again.
2007 - Jeffrey given huge doses of Ritalin. Becomes a zombie. Tested for ADD. School gets extra money from state because Jeffrey has a disability.

Scenario: Billy breaks a window in his neighbor's car and his Dad gives him a whipping with his belt.
1957 - Billy is more careful next time, grows up normal, goes to college, and becomes a successful businessman.
2007 - Billy's dad is arrested for child abuse. Billy removed to foster care and joins a gang. State psychologist tells Billy's sister that she remembers being abused herself and their dad goes to prison. Billy's mom has affair with psychologist.

Scenario: Mark gets a headache and takes some aspirin to school.
1957 - Mark shares aspirin with Principal out on the smoking dock.
2007 - Police called, Mark expelled from school for drug violations. Car searched for drugs and weapons.

Scenario: Pedro fails high school English.
1957 - Pedro goes to summer school, passes English, goes to college.
2007 - Pedro's cause is taken up by state. Newspaper articles appear nationally explaining that teaching English as a requirement for graduation is racist. ACLU files class action lawsuit against state school system and Pedro's English teacher. English banned from core curriculum. Pedro given diploma anyway but ends up mowing lawns for a living because he cannot speak English.

Scenario: Johnny takes apart leftover firecrackers from 4th of July, puts them in a model airplane paint bottle, blows up a red ant bed.
1957 - Ants die.
2007 - BATF, Homeland Security, FBI called. Johnny charged with domestic terrorism, FBI investigates parents, siblings removed from home, computers confiscated, Johnny's Dad goes on a terror watch list and is never allowed to fly again.

Scenario: Johnny falls while running during recess and scrapes his knee. He is found crying by his teacher, Mary. Mary hugs him to comfort him.
1957 - In a short time, Johnny feels better and goes on playing.
2007 - Mary is accused of being a sexual predator and loses her job. She faces 3 years in State Prison. Johnny undergoes 5 years of therapy.

I understand a policy was supposed to given a fisrt reading last night at the meeting but was not because of time contraints. This specific policy deals with academic requirements in order for students to be involved in extra-curricular activities. I was told that it has been recommended by Achramovitch that the board should approve a new policy which would allow students to participate in extra-curricular activities even if they are FAILING two core subjects. Two "F's" and they can still play. If this is true it is shameful. Our graduation rates are already in the toilet and parents years ago worked hard to change the policy that administration wants to go back to. This is criminal. All students should have a "C" average in ALL subjects or they should not be participating in sports or othe activities. 4/02/2008 6:51 PM

I would like to take an opportunity to ask any Teacher or student at Apollo Middle School to come forth with any information about a recent incident in a Science class.

My daughter tells me that many students on her team are abuzz with talk about a Science Teacher (BC) that apparently brought a live mouse in to his classroom and had the students observe him feeding this creature to his snake.

Apparently the snake could not swallow the mouse whole, and after having about 3/4's of it in his throat, the snake spit the mouse back out (still alive).

If that is not upsetting enough, the teacher than took a student with him into a back room, cut the live mouse in half, brought the 2 pieces of mouse out and then fed it to the snake, one piece at a time. The class was well aware what was done in the smaller room.

I am outraged, but since my daughter has only heard this second hand, I did not feel I could call this in and speak to a principal. My hope is that someone that reads this blog will have information, or might ask their children if they have any information on this matter. Please help SCATS!
