EXCEL Project – Finance Costs
Board Member Oberg makes a point in his posting “EXCEL Bond Dot #4 - December 6, 2007”. Thank you for responding to my earlier posting of Dec 5.
Frank states, “The rate of interest charge will be determined at the time the bonds are sold so the precise amount of interest is not known [at this time].”
George says, none of the costs in the EXCEL project are precise... all are best available estimates. So why should finance/interest charges be treated differently... doesn’t the District have estimates... what has BOE been told... why shouldn’t these costs be disclosed... why shouldn’t the public know?
Let’s break the EXCEL proposal down into bite size pieces using essential declarative COST STATEMENTS and REVENUE STATEMENTS.
CS#1 - COST STATEMENT: According to project plans, GCSD estimates “Building Repairs” will cost $17.8M at then current market rates at the time of construction.
RS#1 - REVENUE STATEMENT: GCSD estimates revenue from State Aid reimbursement to be $17.8M for “Building Repairs”.
CS#2 - COST STATEMENT: According to project plans, GCSD estimates “Technology Updates” will cost $3.6M at then current market rates at the time of purchase.
RS#2 - REVENUE STATEMENT: GCSD estimates revenue from State Aid reimbursement to be $3.6M for “Technology Updates”.
Oberg statement: GCSD plans to borrow money to finance the EXCEL project using 15 year bonds.
CS#3 - COST STATEMENT: According to project plans, GCSD estimates “Bond Interest” will cost $x.x at then current market rates at the time the bond(s) are sold.
RS#3 - REVENUE STATEMENT: In the interest of simplicity and before discussing revenue to pay for “Bond Interest”, let’s first understand the amount of “Bond Interest” to be paid.
1. COST QUESTION: What is the estimated interest cost ($x.x) to finance the EXCEL project?
2. Can’t the “Bond Interest” cost be estimated with about as much precision as estimates for “Building Repairs” and “Technology Updates”?
3. If this cost information is not confidential, shouldn’t it be made available to the public as part of total project cost? And if not, why not?
4. I and others have estimated the bond interest at $7.3M. If this number is correct, finance cost/bond interest is more significant than cost for “Technology Updates” for the total project by a factor of 2X.

Another name has surfaced on Carolyn's Stealth Committee. His name is Delbert Smith, CPA and Rotarian. His office is located at 2680 Ridge Rd. West. This was the address for the Greece Committee for Education. That office also served as Roger Boily's campaign headquarters in May 2006. They raised over $20,000 to get Roger, Carolyn and Julia elected that year. Politics as usual. This committee is a classic farce perpetrated on this community. These same guys raised $8,000 for last year's election to get O'Toole and the dynamic Jeff Smith elected to the board.Does anyone wonder why these supposedly fiscally responsible people would commit over $24,000 to gain control of the school board? That amounts to roughly $5,000 per seat for a position that pays absolutely nothing. What is worse, they got them on the board and they have done nothing but screw up since they've been there.Its unbelievable and only in Greece does this kind of crap happen. 12/04/2007 6:04 PM

Let me make something perfectly clear - the 'cutting' of this tape is the type of thing that infuriates me as an elected official.
The 'anonymous' person who passed this tape to Mr. Caterino is ME. I was contacted by Mr. Caterino that part of the tape supplied to him by the district appeared to be missing and knowing that i always get a copy would i check my copy which i did and yes his copy was 'cut' - i toke him my copy the next day 'WHAT was cut is NOT the issue' WHO ordered these cuts and for whoever those people are i have one thing to say 'who the hell do you think you are'
I can tell you i have not been contacted by anyone at the district concerning this issue. This is dangerous stuff - we have been here before - if an attorney said it was ok (i got ten bucks that says you won't find a paper trail)my comment is 'see ya' and don't come back.
First we stick our middle finger up to the vote then comes the 'e-mail from hell' now this self serving censorship. It makes me sick.

KEPT IN THE DARK AGAIN?
Everyone is missing the point here which is censorship by the district. I listened the the meeting at which Mr. Muscato, in his comments at the end of the meeting, chastized the board and Mr. Achromovitch for breaking the law which they swore to uphold when taking office "so help them God." They willfully violated the GUSTO contract which had been signed, sealed and delivered which is in violation of the Taylor Law and which will be overturned by PERB, and which the district will have to pay retroactiively and with penalties. They accomplished nothing by their action except to try to bamboozle the public into believing they were trying to save some money. What a joke!I was astonished when I listened to this exchange and told my husband and a couple of my friends to be sure and watch the video presentation the following week. Much to my surprise and everyone else's, when that exchange was supposed to take place, there was nothing but blank screen.I called Mr. Caterino to ask what happened and he told me that he played the tape given to him by the district. It seems that the part where the board is taken to task by Mr. Muscato was conveniently deleted.It looks like we are truly back to the old Walts/Keller-Cogan days where this type of thing was common place. I am not sure but I believe this type of action is criminal. They are altering a public record.At any rate, Mr. Caterino had nothing to do with it and I believe you people who, as he says, throw second grade insults at him should be ashamed. I think you are probably some of those people who still defend the actions of previous administrators and who think it's perfectly all right to lie, cheat, and do anything necessary to get your way. You will still be waiting after the holidays for the infamous Finance Committee to be announced. This, one of the biggest goals set out by the board after hours of "retreat."
The official word is that Hauer has become a pariah of sorts and no one wants to be associated with her.

Any respectable board president would have quietly asked Ms. Hauer to resign after the email scandal and appointed a new chair for the committee. Instead Mr. Boily, who I believe was complicit along with the Superintendent, just sit there quietly and hope it will all go away. After stating all the wonderful goals set forth after weeks of meetings, all they came up with was improve student learning (which goes without saying) and establish a Finance Committee, neither of which have been accomplished.

Why does the board of education coddle the very leaders that are responsible for such policies and poor outcome? They have allowed the very people who have been behind such things to be promoted to ever more powerful positions with fatter incomes. When it became "inconvenient" to have them in high places, they are simply moved while maintaining their previous salary levels.
Business wouldn't tolerate that. Why does the board of education? Don't tell me that it is "the unions". I can cite chapter and verse of instances where administration has demoted union-represented staff AND dropped their pay. I can cite chapter and verse of GESS (union exempt) staff that have been moved to lower roles and maintained their income.

You are way off base my friend - it is Charlie that has been saying right along that school boards are the second biggest problem in public education (the first being monopoly).
I have never blaimed the unions for asking for 6% raises like they are doing now or 90% health care or raises regardless of wheather they come to work or asking taxpayers to pay out $100,000+ per year to pay people to do union business ect. ect. it's not the unions fault it's the SCHOOL BOARD's fault for giving it to them and then go crying to the community for more $$$ 'for the children' AND the union going after these items because they are ENTITLED - now you see the problem?

WHAT'S REALLY CHANGED BESIDES THE ADMINISTRATION?
Guess what can be learned simply by researching for information about the district's telephone system on the Internet and asking some innocent questions?Telephone records exist for every telephone call made by and to a GCSD telephone extension. Information such as date, time, duration and both phone numbers (originator and destination). This is done automatically by something called a "call accounting system".
Though the telephone system has the ability to record telephone conversations automatically. I don't know if that feature is being used.
However, each telephone in the district has a button that can be pushed (silently) and a telephone conversation that is in-progress is then recorded to the district staffer's voice mail box.Saved voice mail is regularly archived, behind the scenes. In education, "profit" is measured by things like graduation rates, performance on standardized test scores, rate of acceptance and retention to colleges / universities / job market. It is measured by things like being able to keep the share holders and customers satisfied with those results (they wrongly think that the students are the customers and have no idea who the share holders are). Is there any doubt as to why public education isn't as successful as it could be?Yes, I want my school to be run like a business. I want my board of education to not be bored of education. They should be steering the ship, not begging the very people that they oversee for information (oh, my God!) on which to make softball decisions.The first post to this thread was dead-on target for as far as it went, but such controls are only one piece to a picture of profitability that remains foggy at best to Greece educational leadership. SCATS--I will be careful to be accurate with my words.
The basic truth is this: If Hauer sent the e-mail to an e-mail account that ends with "greece.k12.ny.us" then it is both "journaled" and "retrievable".
After this, a cat-and-mouse game begins: It is up to the FOI requester to phrase their FOI request in such a way as to capture that e-mail without also capturing other e-mails that may contain FOI-exempt information. Why?
The district's lawyers will review the language of the FOI request and compare it to all of the documents that match that request. If any contain FOI-exempt information then the entire request is denied, legally.
The FOI requester has the ability to either challenge that determination (an expensive, time consuming process that favors the district) or try to guess what to change about their FOI request and submit another that doesn't include those other documents.

Funding has also been included to keep technology up-to-date. The proposition would allow for the purchase of a new student management system, upgrades to the security and reliability of the District’s existing computer network, and the purchase of new hardware and software.
While there’s no such thing as free money, New York State is currently offering school districts one-time EXCEL (Expanding our Children’s Education and Learning) Aid. It can be used for school construction projects, to improve educational technology, and address health and safety concerns. When the one-time EXCEL Aid is combined with standard state building aid, the entire cost of the proposition is expected to be covered."

1 - Who did the appraisals for each of the two properties? When were those appraisals completed? How were the figures arrived at? Did GCSD get to pick an appraiser?
2 - What does the Town of Greece want the 20 acres for? Do they have plans to use it?
3 - Why doesn't GCSD sell their land (or a portion of it) on the open market & use the proceeds to buy the Town's plot?
4 - Is there any connection between the land swap idea & the cable access deal?
5 - Why doesn't the school district ask the Town of Greece to grant them an easement for a driveway & maintenance of it?
6 - Does the district's plot have frontage to a road or access to one? If so where? If not, did the Town offer to provide access at the time they made this "gift" to GCSD?
7 - Why is public discussion of this deal so quiet? With elections coming up, let's get this out into the open!
8 - Where is the mutual cooperation between the two sides to make it happen, GCSD & the Town of Greece?

Trying To Scam GCSD?
At the Northwest/Greece AARP meeting in September, former Town of Greece Supervisor and current Mark IV Construction V.P. Donald Riley spoke. His comments began with him recounting his early days in local politics during the 1970s, a time when others like Fred Eckert were also active.
Don mentioned what great foresight they had back then. He told the audience that the Town of Greece purchased a large parcel of land for only $2500 per acre. Eventually, the Town of Greece built the new Greece Town Hall, library, senior center and now, a courthouse that all sit on that piece of property. Don went on to say that today, such a "prime" parcel would go for some $40,000 or more per acre.
That mention really got our attention. Here is a former town Supervisor and current real estate developer (who should know what he's talking about) telling a roomful of citizens that the land where our new town center is located would cost $40,000 or more per acre in today's market!
What makes this so astounding? Well, the Town of Greece asserts that the nearby 20 acre parcel of land owned by the Greece School District is only worth $292,500! That's LESS THAN $15,000 per acre!
Of course, it is the SAME acreage the Town of Greece is eyeing in a proposed land swap deal where the Town has offered to trade their former Human Services building and two sheds that sit on 4 acres for the School District's "prime parcel." They claim the Town's parcel is valued at some $631,000!
So we ask ... who is right? Don Riley, who says such land should be worth $40,000 or more per acre in today's market? Or the Town of Greece who says the land is worth less than $15,000 per acre?

The school boards should also meet and agree to lobby Albany to quit giving tax rebates to residents who do not pay school property taxes (and those who pay less than the rebate amount). That is one source of revenue to make up to for the Maggie action. 10/04/2007 8:53 AM

Guess why! Because the bully knew how to do it without being observed.It starts with the whole "toxic culture" thing. Greece administrators bully the staff, then the BoE turns a blind eye saying "we don't see it". The result? 6-figure settlements with staff (those brave enough to confront their tormentor).
Board of Education: do you want to really know about the toxic culture still brewing? Go find the people who left and interview them privately. Those who were "asked to leave" have an interesting story to tell too.

The distrcit should not spend one dime in legal fees on this matter! Will each district hire their own lawyers to sue?. Are they out of their minds? I think the lawyers must have dreamed up the wording of this resolution. Once again they are getting ready to shoot themselves in the foot.That resolution needs to be re-written if they expect any community support for their postiiton. 10/01/2007 1:46 PM
How can administrators address issues that they themselves don't understand? Greece administration doesn't understand how technology works (it's why their top level people require secretaries in order to schedule meetings), let alone know how it can be (or that it is) used to bully others.

Be It Resolved by the Board of Education of the Greece Central School District that because the Monroe County government has adopted the Medicaid Intercept option and claims the Intercept permits to reduce sales tax funds designated for the school districts in Monroe County, the District shall take legal action against the County asking the Courts to enforce the current laws regarding the use and distribution of sales tax funds.

I had a pleasant discussion with Julia following our retreat whereupon I was fortunate to run into the ARMS team after their 6th grade orientation, one of my liaison schools. Heads up to you two Rotarian boys, I still might be brought back by Ed D'angelo as a returning Rotarian next year and he's asked me to be finemaster for his presidential year - so watch out you two - I'll be keeping track. Who's got the courage? Just try to keep all that gossip down during golf tomorrow if you can.
More importantly and to the point, for future reference please give a heads up when wanting a report ie. Finance committee. I am very reluctant to prematurely submit publicly with this BOE group the names (to the HMO's of the board) before necessary and before our committee's first meeting, where I'll have an opportunity for asking each member about full public disclosure of their participation, from which I expect some conversation will develop. I will not rush the gun on a group I have worked diligently to cultivate and to whom I have made some professionalism assurances.
Charlie is annoyed we didn't vote this committee in. TOO BAD - they had their chance twice and this boy agreed with me both times for heavens sake.
From you both, I am expecting clear statements, to be offered as BOE leadership and as supt. about why vote is unnecessary, so that no incoming finance committee members question their own legitimacy or have it questioned. Please be prepared to make these statements and to cut off Charlie, etc. cleanly and publicly should it come up again in the manner in which he tried to challenge it today!
As to the Finance committee's charge, my comment is that as a BOE we set the annual charge for all BOE working committees, ideally at the same time - that would include transportation, finance and now communications committees. I am happy to draft a charge for finance, with Bob, Lou and Gale, then submit it to you both. But, I am not likely to support anything Chuckie & co. would try to dictate, preferring to chop it off at its knees before it sees the light of day! Others should perhaps be ready to do the same for these other two committees, then all BOE committees look to be on the same page and time frame, under the same rules, open, honest and clear. Just maybe not popular with our own internal naysayers. TOUGH! Let's move forward with just a bit of courage and a lot of class and we may yet win the day.

School board goals:New thread needed re: School board goals:So the board approved a goal of improving academic performace but with no measurable goals established. Once again the superintendent has pulled the wool over their eyes. What exactly will they use to evaluate the superintendet's performrmance if they do not include any measurable academic goals? Again they will probably evaluate him based on "activities" and he will once again get a big fat pay raise. So sad!
